This thread presents a location for items the community would like to see added to DDO. I will update as often as I can. I work from 2 to 10pm Mountain time. I am aiming for a sticky on this thread. Check out my other thread, The Community Spell List, here: Check out my other thread, The Community Item List, here: http://forums.ddo.com/showthread.php?t=146548 if you want to post some spell ideas.
Special Thx to Kistilan for the idea to put thread here and make it useful to developers with balancing.
--------------------------------------------------------------------------------------------------------------------------------------------------------------------

--------------------------------------------------------------------------------------------------------------------------------------------------------------------
A) Posting Item Rules. These will help keep the post organized and up to speed:

Post your comments on as many items as you can before you post your ideas.
New May 28: Light system removed.
1) Posting items. Each person may have up to 3 (This may decrese if many ppl start joining thread) items at once in the unbalanced list. If you post an item and you already have 5 items in the unbalanced list, then it will not be added to the templates, nobody should comment on it since it isnt in the balance comments template, and I will ask you to edit it out (You can do this without deleting if you dont want to copy paste by editing it and highlighting it in the same color as the text).
Keep your items within the LV 1 - 20 powerlevel.
Do NOT use attributes or other specials people have created in this post unless you ask their permission in a private message and then give them credit in your item post.
Do NOT reply to any posts that are inflammatory, negative, or do not contribute to the item idea thread in any way.
Do NOT edit ur own items once you post them unless it is to fix spelling, punctuation, or such. This is because you might be editing while someone else is posting a quote that wont make sense if you edit. IF you want to propose a change for your item, then do it with a post reply and underline the changes.
Do NOT post items that exist in DDO or pen and paper already. The developers can find these easy enough if they want. Lets aim for original material.

*Item Template Explained:
Item Name: Name your item here. Try to incorporate something in the name into what it does.
Item Type: List the plus factor after the type if available, ex Longsword +2. The types of items are as follows: Trinket, Gloves, Boots/Greaves, Belt, Helm/Hat/Circlet/Cowl/Crown/Band/Cap, Necklace, Cloak/Cape/Hide/Mantle, Weapon (Say which, ex. Rapier), Armor (Say which, ex. Full Plate), Ring
Found in: This is where the item can be looted.
Min LV: This is the minimum level required to use the item.
Changed Basic Values: This is to list increased base damage, better crit multiplyers, and so forth.
DDO Attributes: This is to list of attributes in DDO already. Ex. Holy, Mithral, Good.
New Attributes: This is where you list your new attributes. Use a italics designation word then a - and what it does. Ex from the Metamagic Band = Metamagic Reflexes - For each metamagic feat you have active, you gain 1 dodge bonus to AC.
Other specials: This is where you list anything else the item does that cannot be put in any other category.
Clicky(s): This is where you list spells the item can cast per rest. Be sure to include the caster level and number of uses per rest. Ex. LV 5 Haste 3x.
Flavor: " ." This is where you list any flavor for the item like history or looks or whatnot in italics. You can attribute the flavor to a source if you like. Ex. "The wielder of this sword will have nightmares until every undead creature within 10000 miles is destroyed. It is ironic that it is a task only an undead could complete." - The Book of Lost Artifacts, Chapter 17 Swords
Author: This is where you put your forum name. This makes it less work for me to copy paste the item right to the balance list when it is done.
--------------------------------------------------------------------------------------------------------------------------------------------------------------------

--------------------------------------------------------------------------------------------------------------------------------------------------------------------
B) Community Balancing. We as a community will need to balance each item posted. Please keep in mind the following for posting comments:

Does this item exist already in the game and hence the item is redundant
Does the item make sense? (ex: A vorpal longbow with slicing blow or a Holy Bastard Sword only usable by non-good would not make sense.)
Is the item overpowered? If so, then why?
Is the item underpowered? If so, then why?
Is the MIN LV the author posted about right? IF not, then what is the min LV that should be required on this item?
Is the found in chest LV about right? If not, then what level of chest would one find this item? Should this item be raid loot? Crafted only?
Your other thoughts on the item. Did you like the item idea? Dislike? If disliked, can it be fixed? Should item should be scrapped?--------------------------------------------------------------------------------------------------------------------------------------------------------------------

--------------------------------------------------------------------------------------------------------------------------------------------------------------------
C) The Final Balanced Community Item List.

Items now have balance scores kept track by me. Each verdict* vote changes the balance score as follows: Balanced +0, Overpowered +1, and Underpowered: -1. An incomplete verdict is special. One incomplete verdict will not prevent an item from being put on the balance list but more than 1 will. You will need to repost and clarify your original if your item has more than one incomplete verdict. If you give someone an incomplete verdict, then make sure to explain why.
Note that each occurance of 1 underpowered verdict and 1 overpowered verdict = 1 balanced verdict.
Balance score needed to be considered for the final list scales as follows: -1,0, or +1 with at least 4 balanced verdicts, -2,0, or +2 with at least 8 balanced verdicts, -3,0, or +3 with at least 12 balanced verdicts, ect according to pattern. This system allows items that have many underpowered or overpowered verdicts but an overwhelming number of balanced verdicts to get it or even an item with 4 overpowered and 4 underpowered verdicts.
Once an item reaches the required balance score, It will get a :D each day with :D:D:D required to get in. This period of time is a chance for everyone to make a verdict if they have not, review their verdict, or provide some extra comment.
I am not the be all and end all in the balance field. My verdict only counts as 1 just like yours.*Verdict terms explained:
Balanced: Everything is working here. Min LV, found in and the item's powerlevel are all balanced.
Overpowered: An item can be overpowered for several reasons. Reasons I can think of are as follows:
1) The item is usable too soon (Min LV is too low).
2) The item is too powerful and needs toning down
3) The item is too easily obtained for its powerlevel. (An item that could be fixed if it was harder to get in the found in category.)
Underpowered: An item can be underpowered for several reasons. Reasons I can think of are as follows:
1) The item is usable too late (Min LV is too high).
2) The item is too weak and needs a boost.
3) The item is too hard to obtain for its powerlevel. (An item that could be fixed if it was easier to get in the found in category.)
Incomplete: The item is not clear or has missing information. Missing caster level on spells or missing numbers for DCs for example.
NEW MAY 28: Be sure to explain why you gave an incomplete verdict and are you sure overpowered or underpowered is not better?

Venar says about his item: "Always annoyed me that casters in DDO dual wield silly weapons. I want wizards with staves! This would allows to transform 2 scepters into 1 staff. The vicious and lost of attack bonus is to avoid that people build insane melee staves. The concentration is there to make the staff better then the 2 scepters, since it loses swaping versatility."

Min LV: 14
Changed Basic Values:
DDO Attributes: DR 5 (all and stackable)
New Attributes: -
Other specials: Mithral thread for durability. The unusal properties of mithral fiber and the enchantments allow the energy of the hits taken by this cloak to be reflected back upon the creature doing damage. The damage reduced by this cloak (5) is reflected back per visicious mechanic. With every hit this cloak takes there is a 5% chance that some of the energy stored withing the mithral fibers is released in a kinetic dishcarge causing 3d8 damage to any creature within a 5foot radius of the wearer.
Clicky(s): -
Flavor: "The archmage Telendor contracted a group of dwarven artisans and smith to refine the technique of creating mithral thread. When they did he slaughtered them all so only he knew the techniques. One day his son was going to be involved in a duel to the death over a girl so Telendor created this cloak to help him win. Item Name: Fighter's Handbook
Item Type: Trinket
Found in: Any chest that would produced treasure of the ML required; very very rare drop
Min LV: 14
Changed Basic Values: -
DDO Attributes: Seeker +6; special
New Attributes: -
Other specials: This book is only usuable by full BAB classes; besides the permanent seeker effect, each book has a random assortment of fighter class feats inscribed into it ie cleave, improved trip, improved twf etc. While equipped into the trinket slot the possesor of this book may select one of the inscribed feats and have them active just as if they learned the feats during level up. Only one such feat may be active at a time and when another is selected they loose the use of the previous feat until it is reslected. The magical nature by which this books grants the use of a feat you do not know does not allow you to activate a feat and then qualify for another more advanced version during level up. This is because your knowledge of said feat is magical and not inherent and if the book were every destroyed while in your possession or you chose another feat from the books lists you would loose all knowledge and ability to use the previously selected feat. (I apologize for missing this update earlier Raven - Yag.)
Clicky(s): -
Flavor: " These books were written in ages past and have within them the near accumulated knowledge of a long dead warrior race. While each book may vary on the tatics inscribed within them they all had detailed knowledge of the vital areas of nearly every creature in the known planes thus allowing their fighters to easily score critical hits. Since their creation they have passed through many hands. Some of the most noblest Paladins, bravest barbarians, ruthless tyrants, and mass murderers in history of be said to have had one of theses books in their possesion. It is not sure whether the magic of allowing one to learn and use a feat while holding this book was imbued at creation or if the combined years of exposure to the magic and might of the greatest warriors, for good or evil, caused this effect but it is undisputed that it is there.."

Item Name: Soulsinger (Attempt 6)
Item Type: +3 Longsword
Found in: Raidchests (Very Rare Random Drop)
Min LV: 14, and 17 ranks in Perform
Changed Basic Values: -
DDO Attributes: Exclusive, you may be under the effect of only one Soulsinger at a time
New Attributes:
Harmonic Death - A natural 20 that is confirmed as a critical hit sets ups such an harmonic resosnance as to sever a creatures soul from its body essentially killing it. There is a fortitide save of a dc skill in perform/2 of the wielder of Soulsinger
Astral Damage - Soulsinger amplies the hum of a master bard and sends the energy into a subsonic range that stretches into the astral plane effecting a creatures soul (any thing without a soul would be immune such as constructs and slimes). The harmonics are tuned to cause agony to creatures of evil. Thus each hit with Soulsinger does 2d8 astral damage. A critical hit by soulsinger deals perform skill/3 extra damage in addition to the 2d8 regular damage
Other specials: Soulsinger harmonic properties when activated by a master bard are powerfull and unique. ML of 10 bard and 13 ranks in perform skill.
Clicky(s): Touch of Soulsinger 1x/rest: The bard wielding Soulsinger may once per day use the harmonic properties to amplify one of their songs essentially doubleing its effect however, the power of Soulsinger is short lived and such a songs length is quartered.
Flavor: " The great Bard Elindrel of the Marshes sung his lifeforce into this sword as he lay on his deathbed. So great was his hatred of evil that it was transfered to the sword with devestating effect. Only the greatest of his pupils could wield Soulsinger. An interesting property was discovered afters its creation. The bard wielding Soulsinger can use it to amplify the effect of his next song however the power of Soulsinger is shortlasting and these songs seems to be much shorter then usual."

Author: ThrasherGT

Item Name: Mirrored Armor (Revision 2)
Item Type: Fullplate, gauntlets, helm, boots
Found in: Vault of Night and Demon Queen Raid chests
Min LV: 8 (note special requirements listed under special)
Changed Basic Values: Fullplate has its base AC value increased by 3
DDO Attributes: basic armor
New Attributes: spell reflection (any ray, bolt, or missle based spell is reflected by this armor wearer takes no damage)
Other specials: The spell reflective properties of glass-steel are absolute. Any spell of the specified type that hits this armor is 100% refected. However, the reflected spell seems to lose its power for a reason that is not known. In the recorded history of this armor no one has ever been injured by a reflected spell. Full plate armor covers about 90% of the body so in practical adventuring aspects there is a 90% chance of reflection, allowing for the fact that a spell may strike the exposed head, hands, or feet. As the wearer acquires more pieces ie the helmet,, gloves, and boots the level of protection goes up. 3% per piece. However, no armor is perfect and even in a full set including the full plate, helm, gloves, and boots there is still a 1% chance a spell could slip through. Because glass-steel named not for its structure but for its reflective proerties is so heavy not everyone can wear it.
Full Plate: recquires a con of at least 22 (including enhancements) and a str of 22
For each additonal piece worn add + 1 to the minimum con and str requirements
The max con and str requirments would be 25
If you do not meed the minimum requiremtns then after 5 minutes of wearing a set of mirrored armor you will become totaly exhausted suffering a -10 to str, con and dex, and will be unable to do any action other than walk slowly.
You may wear pieces of glass-steel armor other then the full-plate. They afford 3% protection per piece worn...this is obviiulsy cummalative. There is bas con and str requirement of 10 to wear a glass-steel item.
New May 24: For clarification purposes where a spell is reflected is a moot point rendered so by my change( as above) "However, a reflected spell looses its power for a unknown reason. In the recorded history of this armor no one has been injured by a reflected spell." So where the spell goes is irrelevant as its can cause no damage. I made this change because it would be very complex to calculate where a spell might go, that it could hit a party member, and I saw a potential griefing method if you could indeed cause a party member to be hit. So while not my intial intention I felt the complexities of the situation recquired rendering the spell impotent after it struck the armor.
Clicky(s):
Flavor: " The art of making glass-steel died eons ago. No one knows where the material comes from or how these suits were crafted. The most reknown sages, mages, and alchemists of the land can not even begin to unravel the mystery. All that is known is that glass-steel is very heavy and durable. It affects are known but how and why glass-steel can reflect spells is not understood. Very few of the suits are known to exist but a fighter clad in a full set of glass-steel would be a mage's worst nightmare come true."

Item Name: The Abbot's Cross [Revision 2]
Item Type: +5 Repeating Light Crossbow
Found in: Abbot Raid End Chest
Min LV: 16
Changed Basic Values: -
DDO Attributes: Greater Undead Bane, Ghost Touch
New Attributes: Nemesis (Undead) - Nemesis weapons are enchanted to attack an undead creature's bond to the negative plane, the arcane effects that power a construct, or some other vulnerability more esoteric than physical vitals. A Nemesis weapon can score critical hits and sneak attacks against creatures of the specified creature type, even if the creature is normally immune to such effects. This also bypasses any level of fortification a creature of the specified type may possess.
Other specials: The Black Abbot's Blessing - The Black Abbot has enchanted this weapon to magnify the effects of negative energy on the wielder. In the hands of the undead, the abbot's blessing would be a powerful benefit, but to the living it is a spiteful curse. When the wielder is struck by a negative energy attack that would cause normal or statistic damage, or inflict negative levels, damage dealt or number of negative levels inflicted is doubled.
Clicky(s): -
Flavor: "Among the most lethal weapons ever created for the destruction of the undead, the Black Abbot envisioned this weapon as a tool of assassination to hold over the heads of his more reluctant lieutenants. Ultimately though, he was too wary of it's power to let it out from under lock and key."

Item Name: Kistilan's Wondrous Scribe
Item Type: Trinket
Found in: End Rewards for Waterworks, STK, Catacombs, Tangleroot
Min LV: Level 2
Changed Basic Values: N/A
DDO Attributes: Binding. Cannot be traded.
New Attributes: Bank-Link. Pack-Link.
Other specials: This unusual sheath of paper has the remarkable ability to categorize every item within a person's possession. The author simply writes the item down upon the parchment and the paper relocates the item to the proper category of weapon, armor, item, etc. The real magic is when two or more of these items are used by two or more persons. Each person must simply scribe the name of the other person upon their own parchment. The parchments then exchange information, detailing the bank contents and pack contents of each person. Some have tried to use the scribe to spy on another's possessions, only to find to their chagrin that it did not reveal a single item -- it requires both persons to scribe the name of the other person for the link to activate. The scribe must be in the trinket slot to activate its abilities and link with the names scribed upon it.
Clicky(s): 1x/Rest Teleport to Marketplace Bank. Restrictions: Only works outside of quests. N/A within instances.
Flavor: "A Holy Avenger? In Stormreacher Proper, you say!?!? Forgive me for my disbelief, but categorically speaking, I don't think one exists."

As can be guessed they did not work out well. Shortly after their creation Henry died in a teleporting accident. *Verdict terms explained:

This is the summary of the thread broken down into several parts:

New May 28: Light system removed.
1) Posting items. Each person may have up to 3 (This may decrese if many ppl start joining thread) items at once in the unbalanced list. If you post an item and you already have 5 items in the unbalanced list, then it will not be added to the templates, nobody should comment on it since it isnt in the balance comments template, and I will ask you to edit it out (You can do this without deleting if you dont want to copy paste by editing it and highlighting it in the same color as the text).

2) Balance comment checklist (:D = person has commented on all current items or nearly all current items. :) = person has commented on some current items. :( = person has commented on a few current items. = person has not even commented on 1 current item.)

Yagmoth's Balance Thoughts:

White Steel
Like: Only material entry so far!
Dislike: As pointed out by dameron, the -1 effective size class would make many large weapons finessable. Its a no go because of this. A possible fix I can think of is to make it grant weapon proficiency feat for whatever weapon it is and have substancial reduced weight. This would reflect the ease of using the weapon.
Verdict:

Sparkshield
Like: A shield that encourages mucho blocking!
Dislike: Too high DC for its level.
Verdict:

Glamour
Like: Diplo emitting ring! This is rather clever.
Dislike:
Verdict: :D

Punch's Club (Revision 2)
Like: Clarifications gaurantee this will get in easily now.
Dislike: No flavor. Would be interesting to have some flavor on why this is called Punch's club.
Verdict: :D

Mattock of the Titans
Like: Not only does this kick serious earth elemental ass that we all hate because of the earthgrab but it also makes you think of that lovable detective character Matlock your grandpa watches on TV.
Dislike: -
Verdict: :D

Soulsinger (Attempt 6)
Like: Genious way to balance a uberized song. This double effect song will still be uber to cast before known boss battles. Damage is in line now as well. It was a long road for this astral blade and now maybe someday it will see the light of DDO.
Dislike: What is "you may be under the effect of only one Soulsinger at a time" trying to prevent? Many spelling errors. Put what an attribute does after its name for clarify. See how I edited your soulsinger 6 in the unbalanced list for this.

Verdict: :D

Earring of the Practitioner
Like: This is pretty uber as you can cure yourself of ailments that mnemonics can cure and get back sp.
Dislike: As MrCow said, this would have to be exclusive. The ring of spell storing does a SP recharge so this item is kinda redundant.
Verdict: :D if exclusive (I am on the fence and cant decide it must be balanced.)

Fencer's Medallion
Like: Another decent item in your line of clickies with a bonus
Dislike: -
Verdict: :D

Stolen Spell Book
Like: Reusable scroll type effects incorporating spell books. A fine idea addition.
Dislike: I would just change this so that each class gets its own book with spells that class learns and only that class can use that book. Then you dont need the umd thing, and cast at lv 1 thing, and you expand it so all classes that cast spells can benefit.
Verdict: :D

Cloak of Retribution (Attempt 2)
Like: Honing in on the real retribution of this item. I played EQ2 for many years. I love proc effects. LOVE LOVE LOVE!
Dislike: What does reflected back per viscious mechanic? Wearer takes the 5 damage and creature's hitting take 10? Until this is answered I have to say incomplete though I feel its mostly balanced.
Verdict: :D
New May 18: Clarifications from ravenstormclaw solidified this in my mind as balanced.

Lesser Mono-string Harp (Attempt 2)
Like: Still seems suited for a bow that is upgradeable like the trinket you get in necropolis that would have different upgrade paths for a ranger, bard, fighter, ect.
Dislike: Why did you cut out human and fighters from using the next two harps? Amplification II does not make sense in respect to the name. How about using Amplification I (1 = 10%)? The decimal numbers you will get from multiplying bard songs effects like inspire courage by 10% are messy. Did you mean duration here +10%? I would add +1 sonic damage to each arrow to up powerlevel some. Not having to use arrows is coo but at LV 4 a +1 Shock of Pure Good is more attractive at least to me. I would like to see all the skill increases be even but I am anal about that sort of thing. What does mithral do for the bow besides increased durability? Should this bow be mithral like the epic one? You dint use the provided template.
Verdict:  (need answers to above ?s)

Mono-string Harp (Attempt 2)
Like: This will compete with bows (prolly not Silver Bow though) with the addition of 1d6 sonic damage and the everpresent not having to worry about arrows
Dislike: Amplification IV does not make sense in respect to the name. How about using Amplification II (2 = 20%)? The decimal numbers you will get from multiplying bard songs effects like inspire courage by 20% are messy. Did you mean duration here +20%? I would like to see all the skill increases be even but I am anal about that sort of thing. Should this bow be mithral like the epic one? You dint use the provided template.
Verdict:  (need answers to above ?s)

Epic Mono-string Harp (Attempt 2)
Like: You seem commited to getting these right.
Dislike: Amplification X does not make sense in respect to the name. How about using Amplification III (3 = 20%)? The decimal numbers you will get from multiplying bard songs effects like inspire courage by 30% are messy. Did you mean duration here +30%? I would like to see all the skill increases be even but I am anal about that sort of thing. Does the +1 DEX function just like a tome so using a tome would then do nothing or were you just implying that it should stack with everything? What are the caster levels on the invisibility and camoflauge? You dint use the provided template. 2d4 is not really a noticable improvement in damage over the previous 1d6. The average for 1d6 = 3.5. The average of 2d4 is 5. This is only 1.5 damage increase. I recommend 2d6 instead.
Verdict:  (need answers to above ?s)

Dart of the Hornet's Nest
Like: I remember seeing this item in an old computer game series thought I have no idea which one. Ah the memories that I cant remember cause I am getting old.
Dislike: Take returning off and you have some uber raid ranged weapon loot. This alleviates the power level problems cause they consume themselves up. The main problem is adding STR to the damage.
Verdict:

Ring of Spell Channeling (Fireball) (Revision 3)
Like: Item is polished and well done. You have clarified my ?s with regard to stacking and shown that the uber damage ones are comparable to vorpal. Everything is working. A soon to be excellent addition to our list IMO.
Dislike: This item will do nothing for LV 1 spells.
Verdict: :D

The Shavarath Codex
Like: This works because summon spells are weak and it is hard to get.
Dislike: This would make Phantasmal Killer cost 10 sp. Might be too good for spells like that. My 2 cents.
Verdict: :D in this specific instance.

Ring of Resurgence (Attempt 2)
Like: Great concept. Doubling stuff is pure fun.
Dislike: This is so powerful it will be hard to balance. This still needs to be uber raid loot like after the 20th completion of something to even start to be considered balanced. Double DVs, double fascinate, double barb rage, and double turn undead per rest is supercool but also super overpowered. I am sure on reflecting you realize how many enchantments it takes just to get +! to +4 uses of these per rest. This item for clerics is particularly godly.
Verdict:

Fighter's Handbook
Like: Good trinkets. WE don’t have enuf of these items.
Dislike: That only full BAB can use it unless you have it planned that other classes get these too ie Bard Handbook. The way you have this worded currently you could get a fighter that gets one of these with precise shot on it and then uses that to qualify for improved precise shot since you say it treats it just like it was learned at level up. I am pretty sure this was not your intention so it needs a clarification. For this reason alone it is overpowered. Note that with seeker and a feat, this would become the new uberized bloodstone for all full BAB classes.
Verdict: :D
New May 24: Updated verdict

Mirrored Armor (Revision 2)
Like: Liking that we should get the other 3 of these as you almost require yourself show us what they do by making this armor. Since fullplate has higher AC I wonder what the others have?
Dislike: Nothing as of May 25
Verdict: :D

The Abbot's Cross (Revision 2)
Like: The addition of Black Abbot's Blessing fits right in and is a stroke of genious to balance this out. This item's flavor, properties, and enhancements all tie in together top notch. The flavor is particularry excellent and is explains why this item was created. Taking off disruption was smart.
Dislike: I think you crammed too much into nemesis because bypassing fortification is ripe to have its own New Attributes like this:
Light Penetration (75% to bypass light fortification, 40% to bypass medium fortification, 5% to bypass heavy fortification)
Moderate Penetration (85% to bypass light fortification, 75% to bypass medium fortification, 40% to bypass heavy fortification)
Heavy Penetration (95% to bypass light fortification, 85% to bypass medium fortification, 75% to bypass heavy fortification)
Maximum Penetration (Always ypasses all fortifications.)
Putting it with Nesesis is too much for Nemesis. That would make the item have Nemesis and Undead Maximum Pentration. Note that this change would not change the functionallity of the repeater and would allow for penetration to be put on other stuff.
Verdict: :D

Kalistia's Magic Red/Yellow/Blue Wax (Attempt #1)
Like: I am pretty sure ppl want a way to change the color of their uber dragonscale armor. Peeps are always asking what their armor looks like.
Dislike: Why doesnt the found in say Any quest where scale and ore are obtained since this is what if affects? If dye kits are going to be introduced, then they need to be able to affect all armor. This execution is quite limited. I would like to see all colors added. Some ppl are going to want orange or pink armor. I am pretty sure the developers already know about this issue as it has had numerous posts in the past.
Verdict: :D Even though I have many quibbles with the wax its limited use is balanced. It is near impossible to unbalanced something that only changes appearances!

Kistilan's Wondrous Scribe
Like: Talk about stretching the limits....nice! Is this item intended to allow ppl to compare what items they got in a quest by having all 6 ppl write the name of everyone else down? IF so, then that seems cool.
Dislike: Does the user actually have to write stuff down to get it categorized? IF yes, then how to implement this? Can you erase information on this? Why would one need to exhange information with someone else? How does all this work with multiple people ie. Does each have to write all other names down? Does this information link to items? Does it update the information in real time?
Verdict: So many ?s on this item =

Infiltrator Suits
Like: Non-robe graphic clothes for your sorc!!
Dislike: Seems a tad overpowered but not enuf to push it to overpowered verdict.
Verdict: :D

Wood of the Ages (Attempt 2)
Like: Awesome name.
Dislike: Nothing here really jumps out at me as being new.
Verdict: :D

Henry Jinx's Wondrous Magical Necklaces
Like: Wand whipping me likey lol!
Dislike: Sorry Raven but I dislike 2 of 3 of these. First off, the +5 to all rolls with the severe penalty is either going to be super powered for classes that dont care about INT, WIS, and CHA like barbarian and fighter, still fairly super for classes that can just use spells to buff and then put this on like a warchanter or the penalty will just preclude anyone else from using it altogether like a CC caster or a healing cleric. Nobody is prolly going to use a clicky that can curse yourself.
Verdict: 2 of 3 are

Great Format, Yagmoth!

I'm reserving this space for my comments in a consolodated format. I'll transpose all current balancing issues to this one post so we're not wading through remarks on items. When the community finalizes an item, off my comments go for said item in this post.

And to remind myself, a list of criteria:

Does this item exist already in the game and hence the item is redundant
Does the item make sense? (ex: A vorpal longbow with slicing blow or a Holy Bastard Sword only usable by non-good would not make sense.)
Is the item overpowered?
Is the item underpowered?
Is the MIN LV the author posted about right? IF not, then what is the min LV that should be required on this item?
Is the found in chest LV about right? If not, then what level of chest would one find this item? Should this item be raid loot? Crafted only?
Your other thoughts on the item. Did you like the item idea? Dislike? If disliked, can it be fixed? Should item should be scrapped? Kistilan's Balancing Act 27 MAY 2008 @ 0100 CST

The Guided Lopper (Attempt 4)
Like: The Vorpal and Seeker is great
Dislike: Well now I don't like the min level, the bonus to-hit +5 is too high, & I don't like on first 2 rerolls. Make them First 1s or make them always on 2s reroll. That way 1s still fail or the item always rerolls on 1s and a 2 may fail based on its wielders attack bonus vs AC to-hit of opponent.
Verdict: :( Now it's too weak. I think level 18, +3 reroll on 2's is fine for regular attack. Yay for removing confirm critical reroll.

The Metamagic Band (Attempt 4?)
Like: I simply love the band.
Dislike: All the crazy changes you keep doing to it! Keep Alacrity and reduce its bonus to 5% per feat active. Also state the DC for the blindness spell. Then we can better-view the X-Variable in the workings of said band.
Verdict: :D Good enough for me now.

White Steel
Like: It's a new material. Hurray!!!
Dislike: It can't be enchanted in ANY format, which begs the question WHY in DDO (in real D&D this would be awesome).
Verdict: :D This item won't be abused, even with 2-handed weapons as 1-handed because those items can't be enchanted. It's a glorified muck & rust fighter weapon and may replace the ever-interesting muckbane stomping time.

Beguiler
Like: I want one.
Dislike: Nothing. It's perfect (for me).
Verdict: :D

Punch's Club (Vers 2)
Like: Great name. Interesting Item. I want to see it done.
Dislike: Ok, now the CL1 is WRONG. The spell's MINIMUM CASTING LEVEL is 2. It has to be cast at no lower than a level 3 wiz/sorc, which implies 10min/level per spell description on how long it lasts, so a minimal of 30 mins. Translate that to DDO and make it 3 minutes. Also, this ability cannot reduce a score below 1, so it stops stacking when it reaches 1 hit. Then just utilize another spell to drop the score below 1 for the kill. Anyway, the info is wrong and the CL has to be at least 3.
Verdict:

Mattock of the Titans
Like: Great Item.
Dislike: I don't think it needs the +10 Balance.
Verdict: :D but could be lower level req w/out +10 Balance.

Sparkshield
Like: I like blinding shields in the hands of fighters, especially auto-prox.
Dislike: The Minimum Level Requirement. The DC needs to stay the same to be effective. Also, for an additional +X based on Shield Mastery/Improved Shield Mastery, increase for another 2 Min Level Req.
Verdict:  Overpowered. Raise the Min-Level Req.

Glamour
Like: Another Diplomacy, for Free. It's like 2 of me, but better because I'm not competing with myself for the ladies.
Dislike: Ok, it may be too powerful if on a standard timer. Add a cool-down for Glamour of 30 secs or 1 min.
Verdict: :D

Soulsinger (Attempt 6)
Like: This is an Astral Blade. I'm a huge proponent for this blade because of its nature, even though I'll never be able to use it because I do NOT play bards.
Dislike: The many reenditions of this blade. I think perform/2 should be the standard on all things with this blade, including criticals.
Verdict: :D Balanced Finally! Keep in mind this blade really only is strongest in the hands of a pure bard and does not work on soulless opponents.

*Soulsinger Astral Effect Notice* The effects of Soulsinger are based on the Astral Blade that it is. This is not a Paladin's Holy Sword. The blade is specifically for A level 8 Bard with 8+ ranks in Perform. With all these considered, the blade itself is well underpowered still due to the requirements alone to wield it and the nature of the wielder (this is not a fighter or barbarian). Infact, I believe it needs to be increased in abilities on its evil attack (and also lessened in complexity).

I want to address the damage type, damage reduction and ranks issues on the DC. The Damage Type is as per an astral blade, which is an invisible force of astrally-charged harmonic energy. This blade not only attacks the lifeline of a soul to a body, but also is capable of striking astral beings phasing in and out of the plane (a ghost touch for astral beings). This damage type would as of yet work on all things with souls/spirits, including warforged. It would not affect constructs without souls, etc. The damage reduction would bypass astral armour. Finally, the DC easily could be perform/2, not ranks. Level of Wielder + Perform/2 = DC Fort Check. Given the way the current mechanics have been described, the weapon would be a one in a million instant-kill on the third hit or even the 6th hit. I encourage simplification due to the limitations of the wielder of the blade and also the fact that the target must have a soul & be evil for these effects to even matter. Neutral beings do not suffer ANYTHING except a +3 Enchantment, and we haven't been fighting any good creatures in Stormreach yet except in the tavern brawl.

If I were to recreate Soulsinger's evil effects, it would be like this. Striking Evil opponents, it deals a direct blow 50% of the time to the Astral Body/Soul of the target with its harmonic blade. Each attack deals regular damage plus 1d4 + perform/2 astral damage. A fortitude save of the perform skill + bard levels/2 = DC must be made upon each harmonic attack or the opponent is "shaken" physically and cannot stop tremoring for 2d4 + cha mod seconds. Shaken opponents do not move, lose their dex bonus and the ability to attack. Another astral damage attack successfully connecting requires the target to make another fortitude save vs death at perform/2 (which should land in the 20s) or have their soul instantly severed from their body, effectively killing the physical target.

Earring of the Practitioner
Like: It's neat. It's a dash of SP and a little Spell Penetration (stackable with other items?)
Dislike: Unsure if the Spell Penetration works with all spells at all levels?
Verdict: :D Level 9 is a good level for min req on this item.

Fencer's Medallion
Like: This item is like the OTHER Medallion from the Titan Raid with haste instead of cure.
Dislike: This item is like the OTHER Medallion from the Titan Raid with haste instead of cure and it's min level req is 9 and it's not raid loot!
Verdict:  Overpowered!!!! Adjust the level or make it a Raid Item. Make it Rare either way. Make requirement Finesse Feat to gain benefit.

Stolen Spell Book
Like: Great Unique Idea! I'm all for this item. It makes sense.
Dislike: I don't like how it can be swopped out of combat. I want the swop to only be viable at taverns/bars/shrines after resting & in Stormreach Proper.
Verdict:  Overpowered. Nearly Balanced, but requires more restrictions on when it can be swopped.

Lesser Mono-string Harp
Like: New edition of Mono-String Harp is good.
Dislike:
Verdict: :D

Mono-string Harp
Like: I like the abilities in this item now.
Dislike: The write-up could be written clearer.
Verdict: See Lesser Mono-String Harp.

Epic Mono-string Harp
Like: I like the abilities.
Dislike: It may now be overpowred. Unsure.
Verdict: See Lesser Mono-String Harp.

Dart of the Hornet's Nest
Like: It's a sweet item.
Dislike: The Strength bonus ruins this item. Change darts so they cannot receive a strength bonus due to splitting into multiple darts ie loses force upon splitting. Utilizes Dex for bonus to-hit. Voila, item fixed.
Verdict:  Overpowered STR*n^X where X= Number of Darts you average per kill. I've worked this item over as best I can for now. There are multiple avenues to fix it, but someone has to pick one.

Ring of Spell Channeling (Fireball) (Revision 3)
Like: I like the idea.
Dislike: I like the lesser, normal, greater, supreme style use on the rings. It's about time we saw this property reach rings.
*NEW* I feel this item needs to go to schools still. I like the way it is set-up to treat levels and level reqs now, but I say change the item to school in general and add the Roman Numeral I - IX for Levels 1-9 Spells being affected by the Lesser, Normal or Greater. The 1-9 Roman Numeral means that ring only effects spells of THAT level in THAT School. A Named Item then could add additional abilities or notes that it affects more than 1 level of that spell type.
Verdict: :( I think it's not going to be an issue if these were school-centric. It's underpowered IMO if it's just 1 spell. I also think it's a VERY HARD coding issue to single out spells to effects. If they can do it, GREAT. I would love to see rings with multiple spells affected as named loot. This would fix part of the underpowered ability I see blooming currently. One of these rings really only saves a caster about 30% spell points, so they can add about 20-30 more spells for every 100 cast. I couldn't fill an entire pack or swop rings all day as a caster for these effects.

The Shavarath Code
Like: GREAT Idea.
Dislike: Since it's named, it's better. I would still like to see it follow the Spell Channeling Ring above in mechanics. See Notes.
Verdict: :( I still feel it's underpowered.

Ring of Resurgence
Like: I like it!
Dislike:
Verdict: :D I like the cleric boon. Good job.

The Fighter's Handbook
Like: Cute tongue & cheek trinket.
Dislike: Bloodstone Runs.
Verdict: :D I'd like to see these books set to series and grant the next progression-line feat to be more useful. Mobility, Power-Attack, Trip, Sunder, TWF, THF, Etc.

Mirrored Armor (4)
Like: Spell Reflection FTW!
Dislike: Is this item even possible to wield by the majority of players at level 8 keeping in mind the user requirements?!? I also feel the +3% for gauntlets, helms, etc could be increased to +10% and do not stack with the actual mirrored armor.
Verdict:  The penalties are ok now. I guess I understand it. I don't like the random reflection idea -- it should reflect directly back at opponent 50% nearby opponent 25% and into a wall 25%. If no opponents other than caster, 50/50.

The Abbot's Cross #2
Like: Amazingly good item ability -- Nemesis FTW in FUTURE Items!
Dislike: The disadvantage could be bad when fighting undead. LOL It's like a Hit ME sign.
Verdict: :D

Kalistia's Magic Red/Yellow/Blue Wax (Attempt #1)
Like: I can change my frosty scales!
Dislike: I can't change my Kundarak Delving Suit, yet...
Verdict: :D Great Item!

Infiltrator Suit
Like: I can see some of these suits becoming great godsends to rogues.
Dislike: Variances. It's very hard to get the suit you want and/or need with so many variations.
Verdict: :D

Kistilan's Wondrous Scribe
Like: Inventory Management at its simplest!
Dislike: Spies!
Verdict: :D Utilitarian And Plat-Farmer Friendly too!

MrCow

General's Don
Like: This is an interesting take on leadership and the bonuses makes sense.
Dislike: I can see a party leadership shuffle and possible party griefing due to "requiring leadership and having their way". The penalty sounds like it should be a morale penalty.
Verdict: Balanced enough

The Guided Lopper
Like: The guided strike part is a wonderful idea.
Dislike: Its a statically acquired non-raid "power 5" item. On top of that the ML of 16 for a +5 vorpal great axe is better than any random ML 16 vorpal weapon, which would be +4 without being race restricted. I'd suggest to replace the vorpal with limb chopper.
Verdict: Needs work.

The Metamagic Band
Like: The metamagic synergy is a genius way to add more value to anyone with metamagics. The clicky blind effect and metamagic quickening are fine with me.
Dislike: The Metamagic Affinity should probably be made to not stack with any other metamagic reduction items. Also, due to the current implementation of how metamagics work I can see this item being a possible programming nightmare.
Verdict: Close, but not quite.

White Steel
Like: A way to have an unbreakable weapon for any situation.
Dislike: It should probably have a quality for armor. Also, I would imagine that "Two-handed weapon used in one hand" would be a programming evil along with an animation bane.
Verdict: Fine with me.

Beguiler
Like: As an on-crit raid loot I can go along with a DC 23 fixed duration charm spell.
Dislike: The Caster Level should match the ML. Either raise the ML or lower the Caster Level. Clickable effects (Symbol of Persuasion in this case) should have the DC of a scroll (16 in this case).
Verdict: Balanced.

Tyrant's Bane
Like: Well, it is definitely made for Pit Fiend whacking. ;)
Dislike: The ML should probably be lower, around 14. Also, to reiterate, clickable effects should match the DC of a similar scroll. The Caster Level of 16 is fine in my eyes for this.
Verdict: Good enough.

Sidearm
Like: It brings something that we don't have much of at times, feats on gear that don't overpower themselves.
Dislike:
Verdict: Balanced.

Sparkshield
Like: It makes blocking more worthwhile.
Dislike: The blocking reactive effect is too much. People already love fearsome and that is a low DC compared to this. The DC should be closer to 17-19 and the blindness... something is telling me to go with a semi-non-standard 8 or 9 seconds.
Verdict: Nope, its too much in its current form for the level it can be used.

Glamour
Like: Its a novel idea.
Dislike: Specify that the diplomacy works solely on the creature that attacked you.
Verdict: Good enough.

Punch's Club
Like: Another novel idea and I like the theme. Touch of Idiocy is basically a duergar/rust monster/animal/crimson foot spider smasher and it tends to get very little use. This will be useful to lower caster DCs too.
Dislike: I'd say it needs to be restricted to chaotic alignment, DC 20 UMD.
Verdict: Pass.

Mattock of the Titans
Like: Not many weapons have skill bonuses (even though they are unpopular for a reason).
Dislike: Earth elementals don't have the comparatively high will save of undead. The DC should be around 10-12 if the effect is to be kept.
Verdict: Nope.

Soulsinger
Like: Alignment based effects are interesting and the way to keep it truly bard only makes sense.
Dislike: According to the description this will allow a 7th level bard to perma-daze neutral critters. It needs a save for each effect. Also, I foresee the good aligned "wandering off with no will to fight" a possible cause of bugged Djinn and Eladrin. This should probably be relooked and/or reworded with a more specific effect.
Verdict: Redo.

Glowing ___ Ioun Stone
Like: We've been needing more Ioun Stones.
Dislike:
Verdict: Balanced

Earring of the Practitioner
Like:
Dislike: Something is nagging me to say ML 11 or ML 13. Don't forget to specify that it would be an "exclusive" item.
Verdict: Close.

Talisman of the Sentinel
Like: Seems like a fair balance and a needed lower level natural armor bonus item. The blur isn't over the top.
Dislike:
Verdict: Pass.

Fencer's Medallion
Like:
Dislike: If this item has a +1 "stackable" to-hit bonus and a 9th level haste while the battle coin is a +1 "competence" to-hit bonus and is dubbed as raid loot for ML 9, then the Fencer's Medallion needs to have a modified ML or a modified form to obtain it.
Verdict: Nope.

Nosering of the Brute
Like: More damage in different forms and a clicky that makes sense.
Dislike: The damage needs an actual type (insight, morale, competence, etc.).
Verdict: I'm wavering, but I'll say balanced.

Brooch of Spell Warding
Like: ML matches the effect.
Dislike:
Verdict: I say yes.

Sturdy Wizardry Staff
Like: Great humor item.
Dislike: The ML is too high. Lower level wizards need a way to kill themselves faster!
Verdict: Given the state of most staffs in the game, this is far underpowered. ;)

General's Don
Like: Unique idea, and motivates people to lead parties.
Dislike: Rather complicated.
Verdict: Balanced

The Guided Lopper (Attempt 2)
Like: Reroll on 1s. Always hate those 1s ;)
Dislike: ML20. It's hard to think in terms of balance 4 levels ahead of what we have access to.
Verdict: Balanced

The Metamagic Band (Attempt 2)
Like: Metamagics are cool and items that work with them are a good idea.
Dislike: Too many very unique abilities on just one item.
Verdict: Overpowered.

White Steel
Like: Material to get oozes & rusties.
Dislike: Completely industructible? Destructible items help balance the economy. Reduce size rating would require whole new animations for 2 handed weapons to become one handed weapons. And would be ridiculously overpowered anyway.
Verdict: Overpowered

Beguiler
Like: Charm on hit
Dislike: Charm goes off on 20% of all attacks. And lasts a staggering 96 seconds!
Verdict: Overpowered. I suggest changing it to something with a recurring save, charm person or charm monster. Or giving it a much lower caster level, and therefor duration.

Tyrant's Bane
Like: Merges abilities that aren't compatible on random items.
Dislike: Seems awfully specifically targeted at the meridia content.
Verdict: Balanced

Punch's Club
Like: Casts spells on hit. And better still casts a spell that would be useful but is rarely used.
Dislike: Not enough info on caster level of clicky and on hit effect.
Verdict: Incomplete, but probably balanced.

Mattock of the Titans
Like: Helps clear earth eles. And gives more incentive to run a fun but generally overlooked quest.
Dislike: Impact seems counter intuitive on an item developed to slay creatures that are immune to crits.
Verdict: Balanced

Soulsinger (Attempt 3)
Like: Er.
Dislike: I don't like class requirements on items. It's really overcomplicated(Less is more!). The effects with duration based on perform would last a very long time by a high level bard. It's a longsword being wielded by a class that has a rather high concentration of finesse based builds.
Verdict: Overpowered

Glowing ___ Ioun Stone
Like: We need more useful ioun stones.
Dislike: Despite being better then most ioun stones we've got now they're still underpowered. ML13 clothing and jewelry can have +6 stats even without being RR.
Verdict: Underpowered

Earring of the Practitioner
Like: Mnemonic clicky can be used to dispel feeblemind.
Dislike: Stackable bonuses are a slippery slope and widen the have/have not gap. The powerII would be effectively pointless.
Verdict: Overpowered

Nosering of the Brute
Like: Clicky with higher then the spells minimum level.
Dislike: Again stacking bonus. Although it would be a lot less worrying on a +1 damage then +1 DC.
Verdict: Balanced

Fencer's Medallion
Like: Haste clicky.
Dislike: Stacking bonus to attack. In this case i think it's too much.
Verdict: Overpowered

Talisman of the Sentinel
Like: Everything, clean simple effective.
Dislike:
Verdict: Balanced

Brooch of Spell Warding
Like: An SR trinket that doesn't get eaten away every time a spell hits you!
Dislike:
Verdict: Balanced

Sturdy Wizardry Staff
Like:
Dislike: Seems like a bandaid to the idea that wizards should use staffs. Which i find silly.
Verdict: Balanced. But pointless.

Stolen Spell Book
Like: Unique, effective, and just plain cool.
Dislike: Allowing more then one spell per type of book. I think it needs to be just one spell per book. Also it needs to be listed with the syntax proposed by Yagmoth.
Verdict: Incomplete

Wheat Thrasher Champion's blade
Like: Clean, simple, low level gear is always appealing and adds a little perk to playing lowbies.
Dislike:
Verdict: Balanced

Cloak of Retribution
Like:
Dislike: Protection bonus higher then currently possible. and i very much hate abilities that are based on tiny % chance of activating.
Verdict: Overpowered

Kistilan has a great idea in that you post all your balance thoughts on one post so you dont have to reply to everything. You just edit the entry as more ppl post items.

When an item is put into the fully balanced section you can then delete ur balance thoughts on that item or if it is your own post, then you delete it from your proposed item list page.

GREAT IDEA!!!!!

Go ahead and reserve yourself a spot for your balance comments and your items now next to each other! Remember not to edit your items once posted except for spelling and grammar and such. IF you need to propose a change for your item, then copy and paste the original to your item post page and add (Attempt 2) or (Attempt 3)...next to the item name. Then highlight your changes yellow or add a note on what was changed. This makes it easy for me to find your proposed items and copy them to the unbalanced community item list. Always use this list to see what an items does as they are all there and updated as best I can.

Item name - Stolen Spell Book

Icon - Magic book

Location - Trinket Slot

Usuable by Wiz/Sorc or anyone with a high enuff UMD + Spell points (need both)

Discription - This is a book that can be loaded into a trinket slot (out of combat) that allows the caster
to cast whatever spell is on the book like he/she had it as one of their memorized spells, without having to
memorize it. Common spells are less rare..mage armor ect.. however books have been found with
higher level spells on them.

Have fun all :-D

Ok after reading the comments I will tweak Soulsinger a bit:

Name: Soulsinger
+3 Longsword
Special effects in the hands of a bard only with minimum rank of 10 in perform:
Based on alignment(of creature hit): Good effect: Peace: The creature struck feels a sense of inner peace to the point where they loose all heart for battle and wander off. Mechanics like a fear spell except creatures effected by peace will immediately retaliate if attacked. DC 24 and lasts for a number of seconds equal to 2 x the wielders perform skill.

Neutral effect: The notes created withing a neutral creatures soul leave it feeling confused and unsure of its actions. Acts as Daze. Dc24 will save or be dazed and unable to act for 6 seconds. Stackable with each hit of soulsinger but seperate will saves apply for each hit.

Evil effect: This is where soulsingers true powe lies as its creator truly hated the evil things of the world. The notes resonate with agony withing the soul of evil creatures. Each hit applies an amount of extra damage based on the peform skill/2 and the creature must make a dc24 fortitude save or be stunned. Due to the the harmonic resonance at the very core of being this stun acts like stunning blow rather then the stun from soundburst thus allowing automatic critical hits. The effects of stun lasts 6 seconds and is stackable with each hit from soulsinger but a saving throw is allowed for each hit even if stunned.

With these changes the minimum level may have to change please comment. Currently I think 8 is good.

I like this one; however, I think the spells selection should be carefully controlled instead of random. There are some spells that probably just shouldn't be on something like this ie firewall, cloudkill etc. Also would casting be a free action ie not use any spell points ie be clckie style or would it use sp according to its regular base? I would suggest the book be clickie style with say a base of 3/rest. However to add flavor I would enscroll some of the most powerfull ones as if they are max, empowered.

Verdtict: Interesting but needs some fleshing out.

About the Strudy Shaft:

This should keep the highest enhancement of the two. I dont see why this cant be used at a much lower level as well. I dont see why it would give +10 concentrate or vicious

This is to avoid making melee weapons.
Exemple:
Merge a +5 Holy burst scepter of righteousness and a +1 Transmuting Scepter of Greater Evil Outsider Bane would become a +5 Transmuting Holy Burst Staff of Greater Evil Bane and Righteousness....

With my version, it becomes a +0 Vicious Holy Burst Transmuting staff of greater evil bane righteaouness

Still good, but definitly less abusable.

The +10 concentration is to make the staff better then the 2 seperate weapon.

Thank you for the comment

as for spell selection..yes that needs to be controlled...as a note, some books can have more
than 1 spell on them.

as for use, they are cast just like the regular spell, and any level determination is based on the
level of the user of the book...if the caster has UMD and spell points...like a cleric with UMD
then the caster lvl is set at 1 for effect and duration.

These are arcane books and even though a divine caster could use one..he/she would not be very good with it.

also in use, you slip it into a trinket slot, then place is on the quick bar ...the icon on the bar will be the spell icon
with a slight modification to represent that is comes from a book (sorta like how potions are)
the spell on the item is like a predetermined (choosen) spell slot....magic feats work on it..it takes spell points to use
AND is subject to armor related spell failure.

hope this clears this up, later I plan to suggest a couple more items but I will let this one settle in first
again, thxs for the comment

Ok the next item is, not an item...it is a feat

Magic Meta Feat - Wild Magic

If you turn it on (everyone should run for cover :-O)
it costs +30 spell points

It doubles the chance of a critical hit (if applicable)
It triples the chance of spell failure (if applicable)
It has a base chance of 30% Critical Failure (-1% per point of Int above 10, -1% per point of Cons skill, +1 % per spell lvl attemped)
Critical Failure = loss of all remaining spell points and 50% of your remaining hit points and a 1D6 per spell level hp dam AOE explosion (could kill ya or your friends)

ok, why would you want to use it?

It lets you attempt any spell available at your max casting level (if you can cast upto 2nd lvl..then you can try this upto
2nd lvl) no matter if you have choose the spell or not or if you know the spell (is not in spell book or for Sorc was never choose) or not (spell is choosen from a pop up menu during casting..you only have
a few seconds to find and choose the spell or it goes into auto Critical Failure)
There is some fun animation to warn party members a caster is attempting it.

Basically, it is the ability for a caster to attempt to cast a spell they have not studied and they are faking it on the spot.
very dangerous, very fun.

A) Couple of concerns :mad::

1) Limited balance comments. Some ppl are posting items but not giving any feedback on other's items. I dont have enough balance comments to start fleshing out items to the final list. Please use the balance comments template to give your feedback on all items.

2) Limited Interest. We are still getting alot of views but limited posts. I will just hope this thread catches on. Tell your friends to post! Even if this doesnt take off, I have over 100 items of my own you kind peeps can comment on so I can keep it alive for awhile yet.

3) Off-topic posts. I will state here that this is set up to be the item thread. Please dont post ideas for feats, spells, classes, and such. I am sure they are good....this just isnt the place for them. I forgive you fatherpirate.

B) Reasons to rejoice :):

1) Great item ideas. The people that are thinking up items have some winners here. Standouts are definitely the Spellbook, Sturdy Wizardry Shaft, and the Xanadu Dress (Oh wait I havent released that yet heh.)

2) Good ppl. So far we are keeping it nice and civil. I would like to say here that my comments in an item's dislike has nothing to do with the strength of the idea or the person. Some ideas just need reworking much like the soulsinger does. Its a fantastic idea to integrate skills and alignment into an item (in soulsinger's case perform). The item just isnt working in my opinion yet.

PLS PLS PLS post ur balance comments on all items. This is most important of all.

Rework #3:

Sousinger
+3 Long sword
Special requirements: Bard with at least 10 ranks of perform
ML 8
Damaged based on Alignment of creature struck

Good: Peace (follows fear mechanic) filled with inner peace and no desire to fight for 6 seconds x rank in perform/2. Major difference is creatures under peace influence will fight back if attacked. DC24 will save

Neutral: The confusing notes set up in a neutral creatures soul leaves it bewildered. On any hit DC24 will save or -1 to hit/damage/saves for 3 seconds due to brief confusion. On a critical hit the notes are stronger caused the creature to be for 3 seconds per bard level

Evil: The power of soulsinger is truly evident here: Any evil creature struck by soulsinger feels the agony of it pure notes in its soul causing 1d8 additional damage (non-typeable). On a critical hit DC24 will save must be made or the creature is stunned per sound bur mechanic for 2 seconds x rank in perform/3, if a second critical hit is made with soulsinger while a creature is stunned they must make a dc24 fortitude save or suffer 8d6 damage for the agonizing resonance set up in their souls. A third critical hit while under the influence of the first is lethal on a failed dc24 fortitude save.

This harshness on evil is intential. The bard who created soulsinger truly hated the evil of the world. This hatred was transfered to soulsinger when he sung his lifeforce into to it.

Hope this is an improvement.

Now that i managed to comment on all current suggestions I have one more.

Wheat Thrasher Champion's blade
+1 Keen Sickle
Normal Base damage
Special properties: Haste (self only) 3/rest as 5th level caster
ML:2

Flavor: There is a small village just outside of Stormreach that held a wheat cutting contest every fall. For many years the Glendal Hammertoe was the champion beating every other contest by many many minutes. He was lost in an orc raid. Many say his victories were due to this blade.

Found: Rare drop in cerullean hills orc related chests.

Cloak of Retribution
Type Cloak
Durability high
Property: Protection +6
Special Properites: Woven of very rare mitrhal thread this cloak grants a +6 deflection bonus to AC. Its true power is in the special enchantments. This cloak has a dr 5 all and this damage reduction is reflected back onto the creature that caused it causing a like amount of damage. Some of the kinetic energy that the cloak absorbs is held within the special mithral fibers and there is a 1% chance per hit that a kinetic dishcarge will occur causing 2d6 damage to all creatures in a 5 foot radius around the wearer.
ML: 12
Found: Very Rare drop in level 14 or higher chests

Flavor: The archmage Telendor contracted a group of dwarven artisans and smith to refine the technique of creating mithral thread. When they did he slaughtered them all so only he knew the techniques. One day his son was going to be involved in a duel to the death over a girl so Telendor created this cloak to help him win. He was latered contracted by some very nefarious organizations to create more of these cloaks for their spies and assasins. A group of Paladins learned of this and sacked the mages tower and killed Telendor and his son but not before several of these cloaks had been created and delivered.

Interesting thread.

Ok, how about these from the Eberron Campaign Setting book:
Item Name: Essence of the Scout (modified from DDO version to the one found in the source book)
Item Type: embedded component (docent)
Found in: already found in chest in Stormcleave by magefire canon crates.
Min LV: currently 2, would recommend boosting that, although not sure how much.
Changed Basic Values:
DDO Attributes: +5 competence bonus to move silently and hide, remove the current +2 armor enhancement.
New Attributes: -
Other specials: -
Clicky(s): -
Flavor: "This dark metal disk is engraved with symbols representing silence and stealth. When embedded in the chest of a warforged, it occupies space on the body as an amulet and grants the character a +5 competence bonus on Hide and Move Silently checks."
"Moderate Illusion; CL 5th; Craft Wondrous Item. invisibility, silence. Price: 5,000 gp."
Author: Wizards of the Coast

Item Name: Improved Essence of the Scout (also found in the source book)
Item Type: embedded component (docent)
Found in: ?
Min LV: ?
Changed Basic Values:
DDO Attributes: +10 competence bonus to move silently and hide.
New Attributes: -
Other specials: -
Clicky(s): -
Flavor: "This dark metal disk is engraved with symbols representing silence and stealth. When embedded in the chest of a warforged, it occupies space on the body as an amulet and grants the character a +10 competence bonus on Hide and Move Silently checks."
"Moderate Illusion; CL 10th; Craft Wondrous Item. invisibility, silence. Price: 20,000 gp."
Author: Wizards of the Coast

Item Name: Greater Essence of the Scout (also found in the source book)
Item Type: embedded component (docent)
Found in: ?
Min LV: ?
Changed Basic Values:
DDO Attributes: +15 competence bonus to move silently and hide.
New Attributes: -
Other specials: -
Clicky(s): -
Flavor: "This dark metal disk is engraved with symbols representing silence and stealth. When embedded in the chest of a warforged, it occupies space on the body as an amulet and grants the character a +15 competence bonus on Hide and Move Silently checks."

Not sure what min level people think would be appropriate for these, however would like to point out that in PnP the lower level one can be crafted and used by a lvl 5 character, and the higher ones by level 10 characters.

Going by base value used in DDO though, that would put the improved essence of the scout at min lvl 8, and the greater at min lvl (10-12?)

Fatherpirate, thanks for your comments. You can up the ML or perform requirement but I think the alignment restriction is a bit much. It is already limited to at least a 7th level of bard as that is the minimum level to get the minimum level of ranks in perform. I think that is fairly restrictted although if you think it is overpowered I could see going up on the perform requirement I just don't know how high. Suggestions welcome.

As to the cloak. The reflection property really isn't an issue the mechanic already exists in the form of the viscious property very little coding would be required to change this. I am curious why change it to protection +5 as opposed to 6? +6 items already exitst in the game. Thinking about it I would not change anything but might consider upping the ML to 14 at that level I don't think the relfective properties are really that overpowerd.

Sorry, all I've got time for now:

------

General's Don
Like: A great thematic piece of armor.
Dislike: Guilds would make sure only 1 player wore the armor, pug would soon follow. Plus I think the implementation would be hard.
Verdict: Balanced.

The Guided Lopper
Like: It would probably look quite cool.
Dislike: At it's base it's a +5 Seeker (+6) Vorpal Greataxe . May who would use it would only miss on on a 1, so you halve even those misses. Who would consider a +5 vorpal +free bloodstone + reroll misses a level 16 weapon if it's not level 18-20 raid loot?
Verdict: Overpowered

The Guided Lopper (Attempt 2)
Like:
Dislike:
Verdict:

The Metamagic Band
Like: It's an item that favors wizards more than sorcerers.
Dislike: Lots of high end guys run with a ton of metamagic feats on 24/7, so it basically becomes a +3 to +5 stacking AC bonus, besides the other stuff. Turning on metamagics instantaneously (for macro savvy players) means people would be able to program a button that would instantly turn on and off the bonus.
Verdict: Overpowered, especially for level a level 10 dungeon (think Stormcleave elite)

The Metamagic Band (Attempt 2)
Like:
Dislike:
Verdict:

White Steel
Like: Ooze proof weapons drop for a free material slot.
Dislike: Everything but two handers become finesse weapons.
Verdict: Overpowered, especially for a material.

Beguiler
Like: Not much.
Dislike: It flies in the face of the PnP enchantment spellcasting rules . You can't stab someone with a +5 keen dagger and expect them to become your friend. This property would fit much better on a shield or armor.
Verdict: Overpowered

Tyrant's Bane
Like: Thematically well thought out. It's a bastard sword which desperately need love.
Dislike: The clicky seems like it was tacked on.
Verdict: Balanced

Punch's Club
Like:
Dislike:
Verdict:

Mattock of the Titans
Like:
Dislike:
Verdict:

Sidearm
Like: Low level loot rocks.
Dislike: You're giving up at least 2 points of AC, during the levels when AC really matters, for the right to swing a +1 dagger occasionally.
Verdict: Underpowered

Sparkshield
Like: Would probably look cool.
Dislike: Trading 4 points of AC + the requirement to be blocking seems a bit much, aside from the -5 to hide.
Verdict: Underpowered

Glamour
Like: Not much.
Dislike: Everything that attacks (not hits) you? It's way better than fearsome and it's a level 5 ring. Would a level 5 fearsome ring be overpowerd?
Verdict: Overpowered

Soulsinger
Like: Bard weapon. Without magical instruments they need something like this.
Dislike: Far too underpowered vs. evil and overpowered vs. good/neutral. You basically can neutralize good or neutrals automatically (or is there a DC in there?) but against evil it's pretty much a 1 round bane spell.
Verdict: Incomplete.

Soulsinger (Attempt 2)
Like:
Dislike:
Verdict:

Glowing ___ Ioun Stone
Like: Ioun stone's need love
Dislike: What kind of bonus is that +4? ML 13 stat enhancement items are usually +5.
Verdict: Underpowerd

Earring of the Practitioner
Like: We need more trinkets
Dislike: If it's not a unique item you'll see people with 20 of these, or passing them around.
Verdict: Balanced.

Nosering of the Brute
Like: A melee trinket, we need more. Hell, we need more trinkets of any level.
Dislike: Stackable only goes so far. Maybe this is just a placeholder for a bloodstone, but for a possibly level 11 pull it seems weak.
Verdict: Underpowered

Fencer's Medallion
Like: Another melee trinket, good.
Dislike: Weak for a possible level 14 pull. Attests more to the lameness of melee trinkets than anything else.
Verdict: Underpowered

Talisman of the Sentinel
Like: Another good trinket idea.
Dislike: Might make higher level natural armor items seem relatively less valuable.
Verdict: Seems perfectly balanced to me. Perhaps slightly overpowered, but only by the relative lack of natural armor bonuses already in the game.

Brooch of Spell Warding
Like: Trinket
Dislike: Could drop out of far too high level chests. Reduce the levels it appears to 3-5 and it's golden.
Verdict: Underpowered

Sturdy Wizardry Staff
Like: Pretty much everything
Dislike: Using vicious and -0 attack stat as to deter melee types. Hell, lots of barbarians love viscious and hit on a 2 with almost any weapon so it's hardly a hindrance to those that would want it most.
Verdict: Incomplete

Stolen Spell Book
Like:

I updated my previous post with my balance opinions here (http://forums.ddo.com/showpost.php?p=1706155&postcount=11).

I hate to put more work on your plate Yagmoth but if you could add any new items, and possibly trim old versions of items, to your list of items from the previous thread it would make finding them to comment on, and making sure i haven't missed any, a bit easier. And just generally be good for organizing.

Other specials: This weapon strikes down evil creatures with the following: DC20 will save must be made on a crit or the creature is stunned per sound burst mechanic for rank in perform/2; round down seconds. If a critical hit is made with soulsinger while a creature is sound burst stunned, then the creature must make a DC20 fortitude save or suffer perform/2; round down damage. A creature that rolls a 1 on the fortitude save where that save would fail must make a DC 20 fortitude save or die. Each crit hit will attempt to renew the sound burst stun and deal extra damage. Different soulsingers will not affect each other. This tones it down, clarifies what stacks, and incorporates perform more into the blade. Forgot to add that on as non-critical hit by Soulsinger an evil creature suffer an additiona 1d8 damage due to the agony of the pure notes upon their soul. This damage is untyped and thus bypasses all dr. this damage does not apply on a critical hit.

Good Effects: After the blade was created and used an unusual and unexpected feature was observed. The pure notes created by Soulsinger also resonant within the souls of good creatures struck by Soulsinger. They will see the Bard wielding this sword as a true champion against Evil and some may even join him in battle for a brief time. A good creature stuck by soulsinger must make a dc20 will save or stop attacking the bard (basically work like the diplo mechanic) if they fail the first will save they must make a dc20 will save or become the wielders ally for a number of seconds equal to the bards rank in perform.

Flavor: The great Bard Elindrel of the Marshes hated evil with all his being. When he was on his death bed he sung his lifeforce into this sword as a gift to his students. Only the greatest of them can wield this blade. After it was created an accidental hit on a goodly Paladin revealed a most unusual and unexpected property of soulsinger. The properties of soulsinger leave neutral creatures uneffected excpet of course for the sharpness of the blade.

(ok I know some of you think the good effects not consistent with the flavor but I thought about this and if the notes that soulsinger creates within a creatures soul are so pure to cause agony to evil then it seems those same pure notes would have some effect on good leaving neutral uneffected. I tried to make the good effects present but relatively minor as they were unintential (but logical) byproducts of the creation of this sword.
Clicky(s): -
Flavor: "This harshness on evil is intential. The bard who created soulsinger truly hated the evil of the world. This hatred was transfered to soulsinger when he sung his lifeforce into to it."

Cloak of Retribution attempt 2
Tyep cloak
Basic Stats: Mithral thread for durability
Damage Reduction 5/all (stackable)
Special Properties: the unusal properties of mithral fiber and the enchantments allow the energy of the hits taken by this cloak to be reflected back upon the creature doing damage. The damage reduced by this cloak (5) is reflected back per visicious mechanic. With every hit this cloak takes there is a 5% chance that some of the energy stored withing the mithral fibers is released in a kinetic dishcarge causing 3d8 damage to any creature within a 5foot radius of the wearer.

flavor: see prior entry

Here is an old favorite of mine for rogues and arcane casters. I am not sure how to figure ML for DDO, so someone else can do that for me, but I will alter it to fit DDO schema.

Item name: Dart of the Hornets Nest

Item type: +1 to +5 dart, returning

Item ML: Varies with attack bonus

Found in: Varies with attack bonus

Power(s): Upon being hurled, this dart creates a large humming sound reminiscent of a swarm of hornets, and splits into multiple darts to strike the enemy. Only one attack roll is made, and if successful, all darts created hit for damage. The attack and strength bonus is added per dart created. Dexterity is used for attack bonus. This could also be created as a shuriken.

Number of darts created by bonus type.

+1 = 5d4 ( 5-20 ) darts for 1d2 damage each

+2 = 3d6 ( 3-18 ) darts for 1d2 damage each

+3 = 2d8 ( 2-16 ) darts for 1d2 damage each

+4 = 3d4 ( 3-12 ) darts for 1d2 damage each

+5 = 1d10 ( 1-10) darts for 1d2 damage each

These also could be made from adamantine/coldiron/byeshk and maybe have transmuting powers, but I don't think they should have any other powers like holy or disruption etc.

Interesting concept but way way way overpowered. If you are talking adding str and attack bonus to each dart creaged lets take an example to show how overpowered this is. +1 dart =5d4 average 10 that is on average 15 pts of damage from the darts themselves + 10 from the +1 stat + 4(18 srt) x 10=40 for a total of 15 + 10 + 40 average 75 pts of damage per hit at level 1...way to high and god forbid you give an end-game barbarian a +5 dart that is 5 x 1.5 (7) + 5 x 5(25) + 5 x 15(raging barb with 40 str)(75) for a total of 107 per hit with crits or a little luck that could be even higher non crit with max dar total would be 20 + 50 + 150 = 220 pts non-crit

Love the idea but needs some serious adjustment

Thx for your interest in thread; however, we are looking for items to add to DDO and since similar items exist that do these things, I am not going to consider these for the list. Sorry. Can you post something of your design?

Again we want items for DDO and not neverwinter nights. Did you mean to propose this for DDO?
Said items were designed by me for a private NWN server..I am now offering them (and others that are story related)
to DDO
They are being suggested for DDO.

also..why +5 instead of +6? am a hardcore old school AD+D player.....if memory serves AD+D +5 was max ..I know not in the new rules...but perhaps it should be...

There is nothing in the game that gives +15 to hide AND move silently. The closest is currently the boots out of the Demon Queen that give +15 to ms and +11 to hide. And that's raid loot. That is why I proposed these. I can understand why many players who don't play stealthy characters could care less about the minor details I've proposed, but I personally would absolutely love to see those changes.

Perhaps some clarification: are you wanting this thread to be about new items, or completely new item effects?

If the latter, then how about these:
Silence - completely muffles sound, removing the need for any move silently checks.
Shadowstalker - allows wearer to use their move silently skill against creatures with tremor sense (spiders, slimes, etc.)

I definitely want to see new items and ideas compared to shuffled numbers on items that are copied from other campaign settings and left incomplete (No ML and found in ect). Please comment on all peoples item ideas using the template provided on page 1 a couple of posts down and then post an item with silence or shadowstalker in it as those seem cool. Thx Ghoste!

And then go ahead and post up to 1 item. Especially you Ghoste! I wants your rogue item input incorporating shadowstalker and whatnots.

Big shout outs to Spectralist and RavenStormclaw for rating many items. Where have all the MrCows gone?

Name: Spell Channeling: [Specific Spell]
Type: General Item Property
Minimum Level: (2 x Spell Level) + 4

Effects: This effect reduces the spell level of the specified spell for the purposes of calculating its spell point cost only. This property comes in the four common grades, from Lesser to Superior, reducing spell level by one to four levels, to a minimum of one.

Found: This property is most common for buffs and least common for heal and repair spells. It appears primarily on Rings as an only property, and weapons along with other properties. It appears with varying frequency on level-appropriate loot.

Flavor: Created to enhance spell casting abilities without allowing magical powers into the hands of the untrained, arcane and spiritual foci of this type have often been mistaken for ordinary, non-magical objects and thrown by the way-side by unwitting adventurers.

Variations: In rare cases, this property may appear on raid loot or quest rewards applied to groups of spells. For example, a Staff or Runes which has Spell Channeling: Symbols, or a Crystal Prism which has Lesser Spell Channeling: Illusion Spells. These should be exceedingly rare, and limited to small, specialized groups, never groups such as all healing spells, or all spells of a specific energy type, unless further limited by factors such as level range or other more specific qualifications.

<<<<UPDATED MAY 21>>>>

General's Don
Like: An interesting idea. And for people who really don't like others taking the star, they can always assign another leader before dropping party.
Dislike:
Verdict: balanced

The Guided Lopper (Attempt 2)
Like: bringing back some lost power to vorpals. If devs feel it is getting too overpowered, they can have monsters cast deathward. Mind you players could just dispel that.
Dislike: Rerolling on a 1...what I really like about the d20 system is the fact that no matter how great you are with a weapon, you can always possibly miss, and no matter how poor a swordsman you are, there is always a chance to land a hit. I can see this being overcome magically, but I see this more as an epic level weapon enchantment.
Verdict: overpowered

The Metamagic Band (Attempt 2)
Like: Speeding up casting is a good idea. Unlike melee, casters are still limited by their spell point reserve. Less careful players will find them unwittingly exhausting that pool more quickly.
Dislike: Would suggest raising the min lvl to at least 12

Tyrant's Bane

Verdict: Overpowered. I don't get the reasoning behind how some of these attributes were justified.

Punch's Club
Like: kinda like a cursespewer. At first glance it seems overpowered, but if you compare it to a cursespewer, a weapon that casts a lvl 4 spell on every hit, one that casts a lvl 2 spell the same way doesn't seem so outlandish.

Glamour

In PnP you don't get it for each dart, but with mob inflation and slow rate of fire I included it for each dart created to balance for DDO. In PnP you could throw 3+ per round depending on class and feats, here you only get one throw per round, so I don't see it as over powered, but as a comprimise, maybe only half STR bonus due to low mass of dart. And this shouldn't show up at first level, I would probably see the +1 version at lvl 5, but I don't really get how the ML of items is calculated, so if you understand it, please add those for me.

ChainsawXIV

It's at low levels, where damage reduction is rare, and the multiplication with the darts is highest, where the darts are probably most unbalanced. It also strikes me as just wrong that (with constant strength) the higher level darts have less damage potential than the lower level ones.

I'd suggest making the number of darts constant - say, 1d6 - and keeping all the regular bonuses. This would be the equivalent of (on average) 3.5 dart attacks per round, which seems totally reasonable to me. Quite useful on things with little or no DR, less so on high DR enemies, but that's just the kind of up-side down-side thing that makes a weapon interesting.

With numbers like that, you get the added bonus of variety, because it becomes sane to start adding other properties - alignments, energy damage, transmuting, and perhaps most importantly returning - to the weapon. I suppose you could argue that you'd rather see this as a singular, unique item - Twenty shots of uber power dart per loot drop - but personally I think it'd be even cooler as a general property.

Cloak of Retribution: Perhaps viscious mechanic was the wrong term to use. What this cloak does is reflect back the amount of the damage reduction back upon the creature causing damage of any type. In other words if a knoll hits you for 15 pts of pierce damage, a cleric hits your for 50 pts of fire damage, and a mage hits your for 35 pts of cold damage 5pts from each will be reduced by this cloak and reflected back upon them causing each 5pts of damage. the kinetic discharge I believe is self explanatory. What makes this cloak so high level is it is DR5 all.

Soulsinger: The evil effect is in no way overpowered you have to make 3 critical hits in a short period of time and having them fail saves to trigger the most lethal of the evil effects. For high levels dc20 is not that high of a save to achieve. For the good effect it was an unintenial effect. Again the first mechanic acts like a diplo mechanic not a big deal. To activate the charm effect you would have to have them fail a second will save in a row and at dc20 at such high levels that is not likely to happen that often. Lastly the charm effect does not last very long. Therefore you are not very likely to every be able to develop a charmed army.

Let me break this down into simple language since no ones seems to understand soulsinger:

Its an astral effect on the soul therefor damge is astral in nature and thus bypasses all dr currently available (perhaps deathward would prevent not sure others would have to comment)
The basic evil effect is d8 extra astral damage on the soul
Crtical hits: crit one: dc20 or be stunned for ranks/2 in perfrom rounds which means rougly 9.5 seconds (mind you ranks not total perfrom skill big diff there folks), a second crit while stunned and a failed save means 4 extra damage of skill in perform/2 its a lot but to get it is not that easy. A thrid crit while under the influence of the first and a failed save is death. Again not that easy to achieve. Mind you stunned acts like sound burst and not stunning blow so no auto crits. There is simply no way you can consider this overpowered.

Good effect: again simple and easy. acts as diplo on any hit if there is a failed will save. If the save is failed a second save is made and if failed the creature acts as charmed for a number of seconds equal to the bards ranks (not total) in perform. Currently that is 19seconds (total rank at this point is 19 4 at first level and 15 more). That is not very long at all and require to failed will saves to achieve. At the higher level this starts to go down as most good aligned creatures we encounter tend not to have poor will saves.

To clarify:

Good effect:

1) Regular hit: diplomacy like effect on a dc20 will save (if soulsinger notes are so pure as to damage evil creatures then by the laws of metaphysics there should be some kind of positve effect on good creatures you judy can not get around that from a logical perspective)
2) Regular Hit: failed first will save, automatic second will save. If passed see number 1, if failed then is the wielders ally (per charm effect) for a number of seconds equal to rank (not total perform skill but total skill appoints put in to perform) in perform. current max is a whopping 19 seconds. much shorter then even a 1st level charm spell.

Final verdict: not possibly overpowered. duration of charm short. requirements to charm are high 2 failed relatively low dc's; diplo effect is likely at lower dc then most people who max diplo would have at the levels soulsinger could be used. lastly the effects on good were unintential when it was created but the make sense in they way souslinger effects a person (see below)

Evil effect:
regular hit: d8 astral damage to the soul; essentially untyped due to current dr's available although i think deathward would block
Critical hit: stunned (per sound burst mechanic ie no auto crits) for a numbero seconds equal to ranks in perform (not total with modifiers)/2 currenlty 9.5 seconds
Crit hit 2 (while stunned by first only): damage equal to total perform skill/2
crit hit 3 (while under effect of original stun) failed dc20 fortitude save is lethal otherwise apply damge as per crit hit 2

Verdict: again i can't see how this is overpowered. Regular hit is not truly untyped but for current dr's comes close. its astral damage on the soul. the rest requires multiple critical hits in a row which are not granted automatically. A vorpal weapon is more overpowered then this. If this is overpowered then you all need to vote to remove vorpals.

My apologies. Somehow, I totally missed that all that required critical hits.

Given that, I still feel that the weapon is overdoing things a bit on the complexity front, and that the Good effects are potentially troublesome. I'd drop the effects on Good targets all together, and adjust the presentation of the Evil effects - something as simple as bullet points could make this easier to wrap the brain around. As for the untyped damage, I'd suggest making it Good damage (as done by Holy weapons), which seems to be what you're describing anyway.

To clarify: I will not rework soulsinge again. The sword is as good as it gets. The effects make sense if you use a little logic and the most devestating effects have high requirements to trigger. Effects much less likely to go off then a 1/20 chance of a vorpal. If you can justify a vorpal then you can not quibble over this. I thank you all for your comments. Soulsinger is in its final version.

Name: Drinker
Type: Dagger
Properties: +5 Viscious Dagger
Damage: Regular
Special Properties: Lifestealing; ressurection
Property Description: On any crtical hit that results in the death of the victim or if the wielder is a rogue using way of the assasin II and successfully kills their victim Drinker will feast on the victims soul drinking their lifeforce into the hilt of this weapon. If at anytime the wielder of Drinker is killed while wielding drinker (actually has to be in your hand) after 60 seconds of death drinker will pour the stolen lifeforce into them acting as a true ressurection spell. Drinker can only hold one charge at a time.
ML: 14
Found: Very rare drop in Giant hold rare encounter chests

Flavor: It is said that the great assasin Keldar the Dark sold his soul to an arch-devil for this blade. It is known that he allowed several copies to be made. With this blade in hand Keldar was said to be immortal (at least he appeared that way left for dead many times but always reappearing). Keldar; however; met his match perishing somewhere in the ruins of Gianthold while trying to assasinate some minor gnoll or hobgoblin chieftan.

Thx for balance comments on tons of items chainsawXIV. This channeling of yours seems cool but my post is for items and not item properties. Can you please post an item using my provided template incorporating your new attribute Spell Channeling in it? THX THX THX

I am sorry to hear you will not possibly rework soulsinger again. I admire the fire you bring to defend your weapon but I can sense a tad of hostility and possibly impatience with the community in your reply. Soulsinger is the most complicated and hard to judge item on the ballot and we need patience to iron it out. I think you may need a version 5 to satisfy the others; however, I changed my verdict to balanced after you showed that it was ranks in perform and not total perform that was being used in some calculations.

I am sorry Yag. I wan not intending to be hostile just frustrated. I will never give up on soulsinger. My last post on it spelled out its properties in as basic as a form as I can get. Given that the most powerfull of effects require either multiple crits or multiple failed will saves in a row I simply feel it is a balanced as it can get and I couldn't see how to balance it any further. Again if anyone thougth I was being hostile I did not mean to be just frustrated.

Epic Bow that glows purple

----------------------------------------------------------------------

Sages have rumored that even after great study, all they know about the bows are that they
originate from a lost (?) Elven culture many thousands of years old. The bows were originally just
fancy curio's that collectors had and traded until 20 years ago they all started to exibit thier powers.

Most Sage groups that studied the weapons history, before and after the "Awakening" publically admit
a small amount of concern. Why did they activate ? (reactivate ?)

Then there is alot for sages to be concerned about...being sages after all, like that similar thing with some oddly
dark colored staves........................................

This is an adjusted list, anything that was changed has a note

Item Name: Fighters Handbook
Item Type: Trinket
Found in: Any chest that would produced treasure of the ML required; very very rare drop
Min LV: 14
Changed Basic Values: None
DDO Attributes: Seeker +6; special
New Attributes: Special
Other specials: This book is only usuable by full BAB classes; besides the permanent seeker effect, each book has a random assortment of fighter class feats inscribed into it ie cleave, improved trip, improved twf etc. While equipped into the trinket slot the possesor of this book may select one of the inscribed feats and have them active just as if they learned the feats during level up. Only one such feat may be active at a time and when another is selected they loose the use of the previous feat until it is reslected.
New May 21: The magical nature by which this books grants the use of a feat you do not know does not allow you to activate a feat and then qualify for another more advanced version during level up. This is because your knowledge of said feat is magical and not inherent and if the book were every destroyed while in your possession or you chose another feat from the books lists you would loose all knowledge and ability to use the previously selected feat.
Clicky(s): none

Hmmmmmmmm excellent question
Will manyshot unbalance the Epic Mono-String Harp

not sure...it is a high lvl rare item and I think many shot tends to
unbalance many damage adding ammo/bows

will adjust it slight by changing 1D10 to 2D4 to take the edge off of extreme totals, on the
bright side, the Mono-String Harp does not use ammo, so no chance to load up 'Uber" arrows

If that keeps it still a bit too meaty...drop it to 1D8

Item Name: Mirrored Armor
Item Type: Fullplate, gauntlets, helm, boots
Found in: Vault of Night and Demon Queen Raid chests
Min LV: 8 (note special requirements listed under special)
Changed Basic Values: Fullplate has its base AC value increased by 3
DDO Attributes: basic armor
New Attributes: spell reflection (any ray, bolt, or missle based spell is reflected by this armor wearer takes no damage)
Other specials: This armor is made from a now forgotten material called glass-steel. The unique property of glass-stell is that its surface is perfectly smooth and resistant to magic so as to reflect back any spell that is based in ray, bolt, or missle form. AOE spells are not effected by this armor. The unfortunate down-side to glass-steel is that it is extremely heavy. Much more so then regular full plate. This is why glass-steel full plate has a higher base AC. However; to wear a suit of glass-steel for any length of time require a 22 str and 22 con. While wearing a suit of glass-steel full plate there is a 90% chance of reflecting a spell (this is because your head, feet, and arms are unprotected). But, glass-steel also exists in the form of helms, gauntlets, and boots. For every additional piece of glass-stell your protection goes up by 3.33 percent however so does the base str and con requirement (they go up by 1).
New May 21: Reflection was chosen as the term I used because like a mirror reflects light so does this armor reflect spells but in random directions. Again glass refers not to its str but to the reflective properties of the material. Like a glass mirror reflects light. To clarify another issue for every one point of strenth or con below the required minimum level you suffer -1 to dex, and your movement rate is decreased by 10%. Further you suffer a cumulative 2% of becoming exhausted per minute of wearing this heavy armor. Finally stat enhancing items would allow you to meet the required minimum str and con. Again this armor allow no magcial enhancments so its acts as +3 fullplate (due to the +3 increase in base protective ability). Also spells that do not come in the form of rays, bolts, or missles are unaffected such as fireball, ice storm, acid fog etc.
RE-edit: Base ML required Lvl 8; Special requirement: 22 con and 22 str to wear set of full plate.
For each additional item worn ie adding helmet etc base str con and str increase by 1(25 each for full set)
If you do not meet the minimum str and con you suffer a cumulative -1 to dex and -10% to movement ragt (ie if you have just full plate and 18 str and 18 con you would suffer -4 dex (1 each for each point of str and con) and -40% movement. This penalty is per point per stat.
Also for each point combined below the minimum requirements you suffer a 2% cummulative chance of becoming completely exhaused (-10 to str, con, and dex) in our example above it would by 8% per minute cummulative
Clicky(s):

Touch of Idiocy has no DC because there is no save for it. It does 1d6 to INT WIS and CHR and it doesn't stack so, at most, you're looking at -6 INT (big deal on most mobs) -6 WIS (-3 Will saves) and -6 CHR (-3 on all saves for paladins/blackguards only). I think it's obviously less powerful than a cursespewer

Also, the Mattock's "Disruption" effect was quoted because I figured everyone would know that I was referencing the existing "Disruption" effect (DC 14 fort save or die on hit).

Kist here with updates on My Balancing Act (http://forums.ddo.com/showpost.php?p=1706100&postcount=9) with everything you've posted.

Some of my comments are tailored small. I'm focusing on the Soulsinger blade right now because I believe it is supposed to be a bardic weapon of legendary proprotions, so I'm trying to throw my 2 cents in on making it just that.

I promise as I muse about the items more there will be further constructive epilogues about the items in current balancing acts. If you'd like me to give something a REAL hard look, PM me and I'll happily do so and append it to my balancing act as well as a PM to you.

And yes, I'm much more optomistic than others so there are very few items that I say "Oh god, no, don't even try to balance this just scrap it!" Yes, I like nearly everything you guys have come up with so far but I've made my negative comments in the DISLIKE side and my "Oh yes, this is neat!" in the Like side.

No, I don't have any items to post yet. You all are doing FINE without me adding more stew to the pot. *L*

The general pattern I want to follow is the minimum level to cast the spell (generally spell level times two) for Lesser, adding two to that for each grade. In this example, Lesser Spell Channeling (Fireball) would require level six, where as Spell Channeling (Fireball) as featured here requires a slightly higher character level.

In general, I want to keep this spell specific to avoid making it overpowered. To follow this example, Fireball isn't right for every situation, but it's generally pretty useful. It follows that reducing it's cost fits the same description. The item would be valuable, but not impact every spell cast. In a typical period between rests, it will save him a few hundred spell points, depending on what he's fighting. Reducing the cost of every Evocation spell on the other hand would be comparable to giving many arcane casters thousands of extra spell points, which is clearly excessive.

With regard to the spells available, as noted in my original post, this would need to be controlled, and should tend towards buffs for the most part. That being said, I can't think of any situation where having a discount on a specific spell would break an encounter or dungeon. Even endurance test encounters like Shroud IV would only be made easier, and even then to a limited degree.

Just to clarify:

Fighter's Handbook: The books when created generate a random number of feats 1d3+1 and then selects them randomly. That means you may have only one usefull feat. Also you only gain the use of one feat at a time and you loose it when you select another.

Mirrored Armor: Ok. First of all the spell reflection is a property of the material glass-steel. It is 100% effective in its abiltiy to refect every spell of the specified type each and every time forever. The chance of reflection is not to high it is just right. The 90% comes from simple anatomy. Full plate covers torso, arms and legs leaving head, hands and feet uncovered. That is rougly 90% of the total body surface area (can you tell i am a doctor). Hence.... here it comes.....90% chance of reflection (there is a chance the spell could hit an exposed body part). Indvidually the head, hands, and feet each represent about 3.33% of the body. Hence the increase for each piece you wear. Its actually very simple if you stop and consider how the body is covered by the armor.

Some things to remember when making comments:

1) If you use incomplete as your verdict, then make sure you explain why in your dislike comment.

2) Make sure you are giving balanced comments on the latest attempt of an item and not previous itterations. I keep the latest version in the unbalanced item list.

3) Once an item is added to the final balance list you can delete it from your comments list.

Always follow this rule here ---> DO NOT POST ITEMS UNTIL YOUR CURRENT ITEMS MAKE THE FINAL BALANCE LIST. This is to allow new ppl to be able to jump in, give comments, and post items.
If ppl keep posting new items while they still have items being balanced, then the red light will get reached in which case I have to stop updating the templates and try to get the items balanced and reworked.
IF ppl keep posting items under the red light status (which means save ur items to wordpad for later posting) then I will have to abandon this thread.

Do NOT reply to any posts that are inflammatory, negative, or do not contribute to the item idea thread in any way.Yes I just broke my own rule...whuddya gonna do about it huh? huh?!

Lets update those comments!

I need info on metamagic band 3. More ppl think Guided Lopper 4 is crazy overpowered? What do you think of the new items like Ring of Resurgence 2 and Fighter's Handbook and Abbott's Cross? Do you like my new balance scores checksheet :D:(:):o and ? What can I do better in this thread?

The entire rating system you instituted is awesome. Seriously simple and leaves more room for commenting. I'll update my balancing sheet later. :)

And yes, your inferring is correct on Soulsinger. Raven's asked me to assist with this and I will (tomorrow, I think). Busy busy busy week here for me.

Author: The idea here is to finally have Rogue clothing. Fearsome/Deathblock of Greater resist already exist in game and are lvl 14. That is why i added the arcane failure drawback: it allows for better stats, and mostly discourage casters from using them, making it a rogue garment.
I think Rainbow is a nice place to pull them, it is a good rogue-type quest.
The randomness idea is to create some form of rarity among the inflitrator suits. Not only would people look for these, but they`d look for specific ones that fill out their character nicely. I can imagine that GFL/Prot5/Luck1 would be more sought after then the HF/Sonic/Shuriken one.

Updated my evaluations (http://forums.ddo.com/showpost.php?p=1711637&postcount=45) with the latest entries and updates.

Item Name: Ring of Spell Channeling (Fireball) [Revision 3]
Item Type: Ring
Found in: Random loot chests in appropriate level range.
Rarity varies by the type of the spell as follows.
• Buffs, Summons, Crowd Control - Uncommon (comparable to Skill Bonus)
• Damage, Heals, Charm - Rare (comparable to Vorpal)
• Instant Kill, Stackable Clouds, Walls - Custom Raid Loot Only
Min LV: 8 (Spell Level x 2 for Lesser, +2 Regular, +4 Greater, +6 Superior)
Changed Basic Values: None
DDO Attributes: None
New Attributes: Spell Channeling (Fireball) - For purposes of calculating spell point cost, the spell level of the specified spell(s) is reduced by two for the user, to a minimum of one. Only the strongest Spell Channeling effect is applied to any given spell.
Other specials: None
Clicky(s): None
Flavor: "Magical facilitators like these were created to enhance spell casting, without letting magic fall into the wrong hands."
Author: ChainsawXIV

Notes
Rolled level range note into the main description. Expanded property description with clarification of stacking rules for this effect. Updated Found In with rarity by spell type.

For what it's worth, I think that effecting multiple spells in broad strokes (by school and level) would end up being broken for any item, even raid loot. Effecting multiple spells at all needs to be hand done, in order to carefully exclude or limit access with regard to the spells in the third category in the rarity list above.

Item Name: The Shavarath Codex [No Changes]

Notes
This item would not effect Phantasmal Killer, since PK does not summon a monster. It is an illusion spell.

Item Name: The Abbot's Cross [Revision 2]
Item Type: Repeating Light Crossbow
Found in: Abbot Raid End Chest
Min LV: 16
Changed Basic Values: None
DDO Attributes: Enhancement Bonus +5, Greater Undead Bane, Ghost Touch
Clicky(s): None
Flavor: "Among the most lethal weapons ever created for the destruction of the undead, the Black Abbot envisioned this weapon as a tool of assassination to hold over the heads of his more reluctant lieutenants. Ultimately though, he was too wary of it's power to let it out from under lock and key."
Author: ChainsawXIV

Notes
Removed the Disruption property, which should address the power concerns for every day enemies. For what it's worth, I also think it's a shame there are no named repeaters in the game, which was what made me think to create this. I'd love a named repeater, and I'd love even more to not be useless against undead and bosses as a rogue, since this game is just chalk full of sneak-attack immune things when compared to pen and paper.

I also updated the description of the Nemesis property with some flavor for context. The concept of the property in general is to allow critical hits and sneak attacks on creatures that would normally be immune, either due to fortification or creature type. This does mean more damage, but that's hardly game breaking. It's not as if it will result in any more damage than would be dealt to a comparable creature without immunity.

Edit: Added a down side to the Cross as a couple of people suggested. The Abbot's Blessing is designed to fit the style of the weapon, the flavor, and to actually be potentially harmful in situations where the weapon would be most used. The flavor text was also updated to better fit the revised design.

Having a go here, because I think this thread is a good idea. I have ideas to post which is my main interest, but since I have to balance first this is it.

I am finding it a bit complicated, but will learn, so correct me, nicely ;), and I will.

I should state also I am not highly qualified enough REALLY to be able to comment on over/under power (yet) and but my main focus was on would I like to see this in the game and did I think this was a good idea. If this helps I will be happy to do this and try and get better on the statistical side of it

Just a clarification: The resurgence ring does NOT restore "clickies". It works on Turn undead (and thereby DV, DH, DL also) AND it would work on ANY class or race granted abilities, like Barb rage, Pali smite, Lay on hands, etc.

Hope that clears any questions up...............

Item Name: Soulsinger
Item Type: +3 Longsword
Found in: Raidchests (Very Rare Random Drop)
Min LV: 10
Changed Basic Values: none
DDO Attributes:
New Attributes: Touch of Soulsinger, Astral damage, Harmonic death
Other specials: Soulsinger harmonic properties when activated by a master bard are powerfull and unique. ML of 10 bard and 13 ranks in perform skill. Soulsinger amplies the hum of a master bard and sends the energy into a subsonic range that stretches into the astral plane effecting a creatures soul (any thing without a soul would be immune such as constructs and slimes). The harmonics are tuned to cause agony to creatures of evil. Thus each hit with Soulsinger does 2d8 astral damage. A crtical hit by Soulsinger does perform skill/2 extra damage. A nautral 20 that is confirmed as a critical hit sets ups such an harmonic resosnance as to sever a creatures soul from its body essentially killing it. There is a fortitide save of a dc skill in perform/2 of the wielder of Soulsinger (This is Harmonic Death)
Clicky(s): Touch of Soulsinger 3x/rest: The harmonics of Soulsinger allow the bard to touch a good ally with the Sword and set up a harmonic resonance within their soul. This resonance enhances their reception of the next song that bard sings. This doubles the benefit they receive from that song for as long as its lasts. (note Touch of Soulsinger can not be used on yourself)
The bard wielding Soulsinger can use it to amplify the effect of his next song on a good ally. Alas numerous attempts by its wielders have been unable to demonstrate the ability to use it on themselves.."

Yag,

I updated Mirrored Armor and Fighter's Handbook as of May 21 but you may have missed it. Here is a repost.

Balance sheet updated as of May 23-- see post #61

Clicky(s):

Also for each point combined below the minimum requirements you suffer a 2% cummulative chance of becoming completely exhaused (-10 to str, con, and dex) in our example above it would by 8% per minute cummulative

Yo wassup RavenStormclaw ?! Sorry for missing your updates.

Can you please post the Mirrored Armor (Revision 2) with exactly how you want this item to appear in the unbalanced list?

You can also answer these question I came up with as I read it. You said it does indeed reflect spells in random directions. Does this mean a reflected spell might hit and affect another party member or possibly hit and affect a monster? Do these reflected spells hit back on full strength of the original spell?

Oh I edited the format of Soulsinger (Attempt 5) to be more clear and in the same format as the other items. Note that I do this with all entries to some degree; however, the functionality of these items are unchanged unless I mucked it.

RavenStormclaw I do not appreciate your disregard for me tryin to keep this thread organized and fair as you continue to post items while you have 4 other items awaiting balancing.

I dont want to come off as a meanie so I will give you a warning not to post any more items until ALL your other items are balanced or you will risk being deleted from the thread.

I advise you to cut paste ur Novice idea for later posting (Which is quite lowbie cool) and say reserved for RavenStormclaw as I will not be adding it to the templates.

Save all them uber ideas including the novice ring of yours to wordpad for now eh? THX THX THX

Ya know, even though I feel every single person in this thread respects each other, sometimes you guys crack me up and I gotta eat some popcorn. *LOL* :p

But please do try to adhere to the guidelines for this thread. It's not fair to go against them because then someone else might not have the chance to post an item when they think of it -- not everyone out there has a ton of ideas on memos and notepads to just copy CTRL + P into the thread. That 1 idea might hit them just as their reading this and they might not be the kind of person that will save it and post it later, so we should try to keep it fair to all who come to balance and post items. :)

New May 24: For clarification purposes where a spell is reflected is a moot point rendered so by my chage( as above) "However, a reflected spell looses its power for a unknown reason.

First I apologize to Raven in public as he had made a mistake that I should have asked him about in a PM.

RavenStormclaw said he thought he could post more items as his items got added to the list and I think this is a better way to do it as it lets more ideas flow that the current system of lights and rules and meh.

So I ask all of you, how about we just make it so that each person can have up to 5 items in the unbalanced list. So if you post 5 items today and after 3 days 3 get added to the final list, then as soon as you see those in the final list, you can post 3 more?

Also we seem to be slowing somewhat down. Anyone got some friends they can involve in thread?

Thx, the nubular Yagmoth

Item Name: Soulsinger
Item Type: +3 Longsword
Found in: Raidchests (Very Rare Random Drop)
Min LV: 14, and 17 ranks in Perform
Changed Basic Values: none
DDO Attributes: Exclusive, you may be under the effect of only one Soulsinger at a time
New Attributes: Touch of Soulsinger, Astral damage, Harmonic death
Other specials: Soulsinger harmonic properties when activated by a master bard are powerfull and unique. A crtical hit by Soulsinger does perform skill/3 extra damage in addition to the 2d8 regular damage. A nautral 20 that is confirmed as a critical hit sets ups such an harmonic resosnance as to sever a creatures soul from its body essentially killing it. There is a fortitide save of a dc skill in perform/2 of the wielder of Soulsinger (This is Harmonic Death)
The bard wielding Soulsinger can use it to amplify the effect of his next song however the power of Soulsinger is shortlasting and these songs seems to be much shorter then usual.

Here's a little something that I think everyone would like to have on all their characters.

Item Name: Kistilan's Wondrous Scribe (updated, not revised)
Author: Kistilan

*Note: The purpose of this item is to allow a detailed list of bank and backpack inventory between multiple characters. Its intended use is for a player to link his or her own characters and be able to view over 90% of their catalogued D&D Properties without logging and searching between characters for that 1 longsword or that 1 piece of mithral. This can also be utilized across accounts and is particularly useful for those players that have 2 accounts. It requires both characters to have their names scribed into their Wondrous Scribes, therefore, spying on someone unknowingly is possible. You could also allow a friend to know what is in your bank and packs at all times by this method, but this could lead to unseemliness and begging.

Explanation: If Kistilan were to write the name Faernsprite on his scribe and Faernsprite were to write the name Kistilan on her scribe, Kistilan could examine his scribe to view the contents Faernsprite's bank slots and backpack slots. In turn, Faernsprite could see all of Kistilan's bank slots and backpack slots. These would be categorized. If Kistilan were to add his character Hexin to his Wondrous Scribe and Hexin were to add Kistilan to Hexin's Wondrous Scribe, then the same instance of viewing would be shared. Kistilan could see Hexin's bank and backpacks and Hexin could see Kistilan's bank and backpacks. However, sneaky little Thet decides to add Kistilan, Lessah, and Shinmafox. Shinma thinks Thet's a tool and doesn't add him. Lesah role-plays that she added him, but forgot to, and then turns it all around into a big cat and mouse game to entertain both of them for months. Kistilan decides he can allow Thet to see his items and adds Thet to Kistilan's Wondrous Scribe. In this scenario, Shinmafox and Thet cannot view eachother's bank and backpacks even though Thet added Shinma to his Scribe. Lessah added Thet temporarily, but removed it to keep him on his toes, so for a few days he could see her items in her bank and backpack, but suddenly her items stopped being categorized and viewable on his Scribe. Kistilan's items have appeared on Thet's Scribe from the very beginning and so Kistilan has also been able to see Thet's items.

Finally, all items are categorized by types first, alphabetically. Categories would include Weaponry, Armors, Ammunition, Collectables, Trinkets, Clothing and Jewelry, Wands, Potions, Scrolls, and Other. Each page would flip to view with a scroll bar on the side. The owner's name would be placed beside in parenthesis with a hyphen - stating whether it was in the bank or backpack). An example of this would be as follows:

Kistilan's Wondrous Scribe on Kistilan - prior to Lessah removing his name from her own Wondrous Scribe. Lessah's name would disappear as soon as she removed Kistilan's name from her Scribe's entry. All items are automatically generated by reading the game's innate coding. Items move in and out of possession in real time or server reset, whichever way is most logical to code by Turbine if they were to impliment this item.

Weaponry Page:
+3 Icy Burst Longsword of Deception (Thet - Backpack)
+1 Holy Heavy Mace of Smiting (Lessah - Bank)
+2 Viscious Kukri of Greater Dragon Bane (Kistilan - Backpack)
+3 Icy Light Pick of Backstabbing (Faernsprite - Backpack)

This changes how we post items for the better me thinks (and Raven prolly too!).

New May 28: Light system removed.
1) Posting items. Each person may have up to 3 (This may decrese if many ppl start joining thread) items at once in the unbalanced list. If you post an item and you already have 5 items in the unbalanced list, then it will not be added to the templates, nobody should comment on it since it isnt in the balance comments template, and I will ask you to edit it out (You can do this without deleting if you dont want to copy paste by editing it and highlighting it in the same color as the text)

This is starting after this post so the creative geniouses like RavenStormclaw dont get hosed.

I updated everything to the best of my ability. Any errors you see?

I ask everyone who has given a  (incomplete) as a verdict to make sure they explain why. Dont use a  if you really mean a  (overpowered) or :( (underpowered).

Double check your own comments page to make sure you are giving comments on the most up to date items and to clear comments for items that have made the balance list. If the revision or attempt of an item in your balance comments page has a different attempt or revision number name than in the template page, then I cant add your comments on that item to the item consensus page.

Examples of this as of May 28 are ChainsawXIV and mono-string harp series, Kistilan and Mirrored Armor (Revision 2), and ChainsawXIV and Guided Lopper and Meta-magic Band.

Thx

Item Name: Steiner's Bag of So Worthless Stuff
Item Type: Bag
Found in: Any Quest
Min LV: 6
Changed Basic Values: Similar to other collectable, gem and ingredient bags, but capable of holding all ofthese types, plus Raid Required items and Shroud Shards of Power.
DDO Attributes: Bag
New Attributes: "Limitless Capacity" Current small, medium, and large collectable, gem and ingredient bags can only store a specified number of different types of objects. This attribute allows the bag to hold all types of collectables, gems and ingredients in one bag (up to the standard stacking limit for these objects).
Other specials: This bag will also be able to store all other "collectable" objects that currently do not fall into one of the three standard categories (collectable, gem or ingredient) to include but not necessarily limited to: Shroud Shards of Power, Raid Flagging items, and Necropolis special Collectables. Each category would have its own drop down area, similiar to the way Collectable Bags have their own drop down lsits for each city area, with appropriate sub drop-down lists as appropriate.
Clicky(s): N/A
Flavor: "Tired of fumbling with many different bags and pouches, the reknowned archeologist and collector of rare and unusal items, Steiner Davion, created this bag to help ease his burden and help improve his organizational skills while out in the field hunting for rare and powerful artifcats from the past to bring to Stormreach's Antique Road Show and Collectable Bazaar. No one has seen Professor Davion in quite some time, and rumors abound that he met an ill fated demise out in the wilds of Xendrik. Others say that he is still out looking for some legendary item of power. And still others say that he has traveled to another plane in search of legends there and will one day return. Finding his bag proves none of these stories, but lends credence to his mysterious fate. "
