Default Seeking Feedback on a Build

Asking for feedback on this STR based TWF build. I don't have 32 pt builds or uber gear. Goal is evasion, extended displacement, and TWF DPS with decent soloability. The build is listed without gear/buffs. How can I tweak it? Do you think it is viable?

I took 2 wiz for the free extend, 4 minute shields, and spell pts. I thought about a level of rogue instead and using UMD/shield wands, but the feat, +3 will save, and sp are kind of big for me.

I took 11 in int/wis for auto 1st level spell availability and more sp when adding items/tomes. I plan to use knock scrolls for locks when soloing.

I thought about taking IC: Piercing instead of toughness at 15 so I could seamlessly switch between rapiers/longswords.

    Looks like a fun build.....

    One Question and one Comment....

Why Longsword instead of rapier? Personally, I'd go Rapier... I liek the extra Crit range and the difference in base damage is only 1 point....

Comment: Knock Scrolls dont work so well past stormcleave and are useless by the time you get to Gianthold.

Longsword because I intend to solo a lot at lower levels. I have a bunch of level 1-8 longswords. I always intend to to group more when I reach higher levels, but I usually find myself rerolling instead. I was thinking about replacing the Toughness feat with IC:Percing and using either/or.

Same thing with the knock scrolls. Only plan on soloing stuff with locks in the early levels. My latest character has soloed to 6th level on 3rd level and lower quests.
