Both claim to give a 40% increase to spells but do they stack?

Yes. Radiance applies to all light spells, and potency applies to all spells. Potency stacks with any other enhancer (like inferno and glaciation, as well as radiance).
I believe that they both apply to the base spell damage though. You are not getting 100%(40%)(40%), but rather 100%+2(40%). At least this is my understanding.

There's no way they both apply, Radiance is like Glaciation, Combustion, or Magnatism...It is a form of potency that only applies to a certain type of spell, in this case LIGHT spells (searing light, nimbus of light).
I got a sorcerer with a Superior Potency III ring, a Greater Combustion IV Helmet, a Superior Glaciation V dagger, and a Greater Fire Lore Scimitar all on at the same time...
When I cast Cone of cold...50% bonus from the dagger
Firewall...40% from the helmet
Fireball...50% from the ring NOT 90% from the ring and helmet.
The highest applicable item bonus stacks with the highest enhancement bonus...If you drink a potion or use a clicky of Efficacy or all those other useless annoying things that go away too soon it will count as an ITEM bonus.

potency doesn't stack with any item at all.
you can get one enchancement based bonus and one item/clickiefromitem based bonus for a total of TWO BONUSES
you can't combine anything in any other way to gain anymore bonus only the highest will apply

This is wrong.
The post directly above is correct. Potency and radiance do not stack.

so if I was wearing:
Superior Potency V
Superior Combustion V
Superior Efficacy V clickie
Enhancement - Fire Damage (50%)
that I only get the Enhancement - Fire Damage (50%) + one of the others?
how about the Efficacy and Combustion w/ the enhancement?

actually I bounced around other threads and I guess the answer is the best that a sorc/wiz can hope for, for say a 5th level cone of cold would be:
1. Superior Cold Lore Item
2. Superior Potency V Item
3. Max Level Enhancement for Cold Spells
Is that all you can add to boost a level 5 cold spell?

What about the Blue Dragon Robe?
I had someone insist that Greater Arcane Lore of the Blue Dragon Robe stacks with other Lore items, even though I kept telling him that Items with similar powers do not stack with other items. Am I wrong?

Potency covers all bases as where radiance, combustion, devotion etc cover there own magical effect. POTENCY is the KING!

3. Max Level Enhancement for Cold SpellsDon't forget that this is 3 enhancements: Elemental Manipulation (static boost), Lineage of Elements (+ crit %), and Lineage of Deadly Elements (+ crit multiplier).

The robe is an item, as such, it does not stack with other items, such as 1 handers, etc.
