I noticed quite a few people with wand heightening in their enhancements. I was wondering if you cast the same spells with scrolls, would it utilize your feats and equipment for the DC?

Wand heightening does affect scrolls. I confirmed by testing it with Knock scrolls.

I got some glitterdust scrolls and got a guildie to pick up the spell and went through deleras...both level 8 bards. They basically laughed at my glitterdust. I guess scrolls are not the way to go for cc spells. I'll have to decide if I would really wand cc stuff enough to make it worth taking the wand heightening enhancements. I guess I could take a couple levels of it, instead of taking music of makers. Then maybe throw the leftover point in something like inspire bravery.
Enhancements
Bard Charisma II
Drow Elven Dexterity II
Bard Inspired Attack II
Bard Inspired Damage III
Bard Extra Song II
Bard Song Magic II
Bard Music of Dead
Bard Music of Makers
Bard Wand Mastery II
Bard Lingering Song II
Bard Energy of Music III
Bard Spell Penetration II

From the post Mod 3.3 testing a friend of mine and I have done in the pvp arena it appears that neither Wands nor Scrolls add the casters Attrib modifier to the DC.
So if your standard DC for say Glitterdust is: 10(base) + 2(spell lvl) + 8(26 CHA) = 20
Your DC with even Wand Heightening 3 is only: 10+2+3= 15
Considering how valuable Heighten is to add a few DCs to a spell, I just don't see the point of trying to CC without the huge Cha modifier.

Sani, looking at your enchancements I noticed that you have Music of the Dead and Music of the Makers but only have Extra Songs II.
Just an fyi, those two enchancements are not available until you have Extra Songs IV opened.

Through unfortunate personal experience, I have found that wands and scrolls are both impacted by wand mastery/heightening but are not impacted at all enhancements such as devotion or elemental damage enhancements.

Ahh...didn't know that...I actually had already removed music of makers from my plan (to max attack and damage), but having seen music of the dead used would still like to get it...back to the drawing boards. lol

I was looking and wand heightening says it works on offensive spells. Does that mean it won't work on cc spells like web?

I believe that is incorrect. What is supposed to happen is that the item's creator's attribute modifier is used. Since there isn't really a creator, the minimum is used.
For first level spells, the minimum attribute is an 11 (a wizard needs 11 int to cast a 1st level spell), which gives no bonus to DC.
For 2nd and 3rd level spells, the minimum attribute is 12 and 13 respectively, which give a +1 DC bonus.
4th and 5th give +2
6th and 7th give +3
Those bonusses are puny compared to what characters usually get. People sometimes get +16, so the +3 from a 7th level wand is almost nothing.
At least that is how it is supposed to work.

Greetings,
I feel that wands are so nerfed to hell that no amount of mastery is going to help them be good again. By this I mostly mean heal wands. I see these as a waste of enhancement points. There are SOOOOO many other things to spend your enhancement points on. My bard is spread thin enough as it is without adding such a marginal bonus to crappy wands. CC scrolls suck, the only scrolls you should be using are healing scrolls and utility scrolls (raise dead, greater teleport, etc.) Anything else just isn't powerful enough to be worth it.
Regards,
Booser
