Does the Guild Storage IV amenity even drop in chests? I haven't seen this up for auction.

If anyone has one to trade, please let me know. Otherwise, I'll just spend the shards to buy it from the guild amenity interface.

Yea, it drop. I have one on Argo. But much simplest way really buy it from amenity interface for 55 AS, because ASAH prices just ridiculous. ;)
