Add an additional tier to sagas where if all quests in the saga are completed on reaper difficulty it gives a choice of reaper XP as a reward.

Not a reason enough to discard the idea ^. If R1 becomes easier than Elite, well that is a different story of a different color. The idea OP is giving may be adapted to work and to promote the use of reaper difficulty, without being an xploit.

Seeing that there are a handful straight up sagas that would qualify for this at cap, I'd favor that.
