Unbelievable as it may seem, they can actually be good on odd occasions.

For example, some weeks ago my jaw nearly put a hole through the floor when a 100 roll gave the prize of a +2 Racial Enhancement tome.

Apart from that, there are some things at lower tiers worth having. Lasting +2 Stat potions, 20% (maybe even 30%) experience potions and Jeweller's Toolkits are awesome on the (albeit extremely rare) occasions they are awarded.

Unbelievable as it may seem, they can actually be good on odd occasions.
The best thing they are for is the xp gems. Collect those a couple/few dozen times (on a dedicated mule, typically), and when you TR you can jump straight to Level 3. Handy.

As for the roll itself, if you're waiting for a "100", on average that will happen about 3 1/2 times/year. Some of the 100 results are truly uninspired, so maybe twice a year something great will drop.

If you already have all the tomes, and cosmetics/mounts are of no interest, then, yes, that will drop even lower. In that case, you've moved past "Silver" into the Gold range, and if the rare pots etc. are also of no interest, then you might want to ignore Silver entirely

As someone pointed out, no one is making you roll those.

plenty of time during employment season I only log in to do a silver roll.
