It's actually a very complex, interesting story. But the reason we don't currently have a second raid for IoD basically comes down to two simultaneous issues.

First, SSG has been in negotiations with Callumnie (https://ddowiki.com/page/Callumnie) to write and develop the second raid. However, he's insistent on including Lucy Lawfull, despite that making no narrative sense. (Callumnie, it seems, merely wants the higher residuals that would come from using his existing IP in this project.)

SSG can, of course, simply not contract Callumnie. And they have been looking into using other talent to design and build their second raid. But that leads to the second, simultaneous issue- the Kobold Worker's Union.

Such a massive undertaking, like a Raid is want to be, requires massive labor (both menial and specialized), and the Union is the only real option if you're planning to build a physical space for the Raid, complete with refurbished animatronic Tarrasque (repurposed from the old It Came From the Desert quest). If you're not using magic, you're using the union.

But all of that, of course, means Union negotiations. And Kobold Union politics is messy. Arboth (https://ddowiki.com/page/Arboth)is threatening to lead the Union on strike if more dragons aren't added to Ataraxia's Haven (https://ddowiki.com/page/Ataraxia%27s_Haven). (There's also some fine print about funding for a tourist center at Mount Reysalon (https://ddowiki.com/page/Mount_Reysalon))

Which leads us to where we are- No second raid of IoD. Sad, yes, but understandable given the facts.

I assume the next raid will be part of a quest pack (like the way Hunt was) and not the expansion...

That could very well be.

Supposedly it takes place on IoD, according to my source.
