For example:
Level 28: Invisibility, Ghostly, Deathblock, Nightmare Guard, Dodge +12%, DR 15/Good
Level 32: Invisibility, Enhanced Ghostly, Deathblock, Nightmare Guard, Dodge +14%, DR 15/Good
So Legendary only +5 incorporeal and +2 dodge? SO un legendary.
All the other gear also, just + a bit more, so un legendary.

Yes I’m many cases it’s inferior to the lvl 28 gear.
And while we are on the note of Night Revels, the candy clickies removed last year were expected to return in a future season. One would have thought next season, but no candy. Please return candy.

I think the Night Revels level 32 gear is not meant to replace raid, expansion or IoD gear. Its there for those characters that are without gear.
As for their lameness, yeah, I agree. Personally, I wouldn't go the level 32 route. Its only level 20 for my characters, and then at 28/29/30 swap to expansion set gear. I do not have IoD yet, but I read that the gear is comparable...
The candy is uber though. Getting a dodge bonus that bypass cap for an hour equal to the listen bonus?...
Candies are bad for balance, and my characters are trying to go sugar free this season. :)

I see your problem. If you thought legendary was supposed to be LEGENDARY!! then that is your mistake. Legendary is simply a label used to differentiate level 30 from level 29. Let me assure you that nothing magical happens when crossing the line from 29 to 30 anywhere in the game. Think of it as "Character Level Range 3" rather than legendary and your expectations will not get the better of you.

Most of the effects are downgraded. It certainly does not seem 4 levels better.

If its intended for characters without gear its got an awfully steep grind curve. Stuff from the F2P quests is better in most cases and (presuming you aren't dealing with rng bugs) easier to obtain.
What I would like to see is even items being unique, and powerful in their own ways. I remember back when lvl cap was 25, the Glass Cannon from Crystal Cove was a pretty big deal because it had bludgeoning damage. It wasn't "the best runearm in the game", but it filled some interesting niches.

The cloak used to be 2nd or 3rd must get if you don't have raid gear on epic.

When comparing items and saying the top end stuff is lack luster, you know that the effect is going to be that level 32 gear is set as a baseline and everything else gets lowered in effect.
Instead of what we're requesting, plz up the level 32 stuff.
Btw, a lot of 28 level stuff was already outdated when it was introduced.
I mean, just take a look at what that cloak has to offer, all of it can be found on heroic items (in the low teens) with the exact same stats. Except maybe for the dodge?
Heck, if you go to the sands and get a few set items from there, you might even be better off.
That said, night revels is fun.
And I do like that they add new stuff.
I hear that next revels we're getting black fairy wings as a possible reward.
Looking forward to that.
Plenty of inspiration of skull butterfly wings out there on the interwebs.

Let's try this one more time, cause some of this is downright inexcusable by this point:
- (Confirmed) The ML32 throwing dagger is literally unusable. (https://forums.ddo.com/forums/showthread.php/535254-Level-32-spectral-throwing-dagger-not-doing-anything)
- All event ML24 weapons should be 3[W] instead of 2[W].
- The level 32 version of the following items is missing/wasn't added: Warhammer, Crossbow, Longbow, Greataxe, Buckler.
- ML32 Pick of Endless Light is missing its loaded dice (+2).
- ML32 Star of Endless Night is missing its loaded dice (+2).
- ML32 Crystallized Eternity is missing its loaded dice (+4).
- ML32 Spectral Dagger is missing its loaded dice (+2).
- ML32 Spectral Throwing Dagger is missing its loaded dice (+2).
- ML32 Cloak of Night should have Legendary Nightmare Guard instead of Nightmare Guard, and DR20/Good instead of DR15/Good. The ML28 Cloak should arguably have Legendary Nightmare Guard too.
- The Dodge and DR values on the ML 16, 20, 24 versions of Cloak of Night need to be brought up significantly to match the current Cannith Crafting curve.
- The ML 28 & 32 versions of the Robe of Shadow & Docent of Shadow should have Greater Boon of Undeath instead of Boon of Undeath.
- All values on the ML 4-24 versions of the Robe of Shadow & Docent of Shadow need to be brought up significantly to match the current Cannith Crafting curve.
- All versions of Star of Endless Night should arguably have the Piercing damage type: not only do many other morningstars have it (so there is precedent), it even deals piercing damage on hit.

None of the event gear is supposed to be BiS or anywhere near that. It's a predictable grind that is not difficult in any way. That makes it a gear-filler for players that do not have gear.
If you are a casual player virtually every piece available is much better than what you can find elsewhere in content that you can run.

Ok, this is new information. I wonder which dev made that statement. If its Cordo... that doesn't count. (Sorry Cordo! ;) )
It's a predictable grind that is not difficult in any way.
That might be true for you. Others, including me, do need a good group to be able to run this content with succes. Or any (special event) challenges.
That makes it a gear-filler for players that do not have gear.
There are many special event items on the way to 32 that are in fact best in slot and have unique property combinations that can't be found anywhere else.
If you are a casual player virtually every piece available is much better than what you can find elsewhere in content that you can run.
I'd go even further and say that even the elitist vets can find use for it.
Not all of us are stuck at level 32.

I understand your point of view.
That said, I've farmed a lot of gear out of the event over the years and none of it except for the throwing daggers and the great club ever saw use after the farm.
The robe and the cloak have always looked good until I got to level 28 and realized that a piece required for a set bonus was *always* going to win out there.
The great xbow seemed like a wonderful farm until I got the level 7 great xbow from ToEE and realized it was going to be the piece of choice in those builds until Ravenloft and then the freebie great Xbow there was going to take over. After that there was always a better non-raid weapon available.
The only piece of gear out of the entire event that doesn't have a superior competitor is Crystallized Eternity and that's because it is a rare 2handed ooze/rust beater. Much of the value of that piece is also derived from the fact that you can farm it to make it valuable across the entire 4+ level range.
There are a few simple fixes that would make the event gear much more usable. Making the level 24 weapons 3.5d instead of 2d would push them closer to best in slot. As it stands Thunderforged weapons are just straight better than the Night Revels equivalents from 22 to 27. Maybe make the Night Revels L24 weapons 3d to even things out a bit.
Don't get me wrong, the festival farms are great as a group but the greatness is in the cosmetics, the augments and the consumables. Most of the gear looks sexy but turns out to be almost unusable at all levels due to superior easily available alternatives.

What did you expect? That items would be super powerful because they where legendary?
Lich explained their new scaling stats extensively when we got the stat squish. The increase on items from 28 to 32 is just what you would expect according to that scale.
They have also said that event gear will never ever be best in game like Crystal Cove gear was when we got that years ago.
Since they removed the candy last year the Night Revels event is a waste of time unless you need augments or can use the XP.

Even for uber players the cosmetics are very good. If you have them then stocking up on extra festive augs for the Shard AH in March is generally a good use of time.

Ok, but let's flip it in reverse.
The Astral Projector, looks like best in slot for a level 7 runearm when going against undead.
The Festive Augments, unique on their own on purpose. Both the diamonds and the rubies.
Clothing/docent with Night Horrors, again a unique property found nowhere else. Hot swappable in and out.
Bottled Fear, usable in level range 5 to 10. Not sure about this one.
Spectral level 4 weapons, best allrounder backup weapons for when fighting any oozes, rust monsters and anything ethereal.
And yes I do know that there are downsides to sum up as well.

Shoulda picked the +2 Intelligence and +2 Constitution augments. They DO work.
So far, I haven't seen any fake augments that do nothing.
Okay, maybe Augment Summoning if the wearer is not a summoner.

Augment Summoning aug is a scam also, you can only use it at high epic level.
