Level 32 spectral throwing dagger not doing anything

crafted this level 32 throwing dagger and it won't land a hit. character does the throwing motion but it refuses to hit anything (even the training dummy) and is doing no damage. don't know if this is all level 32 spectral gear or just the throwing dagger.
