Why Does Dragonborn Memory of Flight Have Just One Charge?

Dragonborn Memory of Flight is a Tier 4 Racial Enhancement. Yet it only has one charge, with a 15 second cool-down. (One must spend 15 points in that tree to get to Tier 4. Not an insignificant investment.) IMO, Memory of Flight should have the same number of charges as Leap of Faith, and similar abilities. Why does it need to be different?

1) Why does it put Dire Charge, Lead the Charge and so many other dash abilities on CD?

Because they don't have very good memories?

I assume the actual reason is that you can get it at level 1 if you have enough racial APs.

Dragonborn are related to dragons. They should be able to flat out fly! LOL. But yea, only one charge is kind of silly.

To answer the OP, most dashes only have one charge. There's just a few that have more, so it's those that are exceptional; not the cooldown only dashes like Memory of Flight which are the outlier. T5 Draconic has a dash that doesn't have charges, for instance.

DB is already by far the best for most charisma casters, I don't think it needs improvement.

1. I want to say I heard at one point that all leap effects should share the same cooldown. Not all do, but most do. Honestly there is a lot of inconsistency here.
2. It doesn't have 1 charge. It has a 15s CD, but isn't limited by charges.
3. Developed at different times and the decision was likely made to have the epic one be a bit more epic.

Because, otherwise you can find short cut jump paths and the devs hate it that you use the environment to your advantage.
Best examples for this are under the big top and let sleeping dust lie.

This has no charge or recharge. It is simply a 15 sec cooldown.

Yeah, this. Why is every dash sharing the same cooldown?
Isn't this whole sharing of cooldowns server intensive?

But anyways, the long cooldown combined with the cooldown sharing is probably my biggest annoyance with the ability.
