Can LGS effects be made to display on non-equipped items?

Can LGS effects be made to display on non-equipped items? The images below are the same item not equipped vs equipped. It's hard to find the correct LGS item in my inventory since they don't display their effect on mouse-over until equipped. If it always displayed the LGS effect like the second image it would awesome. (The most awesome would be if we could give custom names to weapons & other items but that's a whole other dream request)
