Odd. It's every time you open the game?

Clearly something isn't as its supposed to be. I suggest you use the "repair" feature and see if that fixes it.

Have you tried?

1. Logging into a different character
2. Logging into a different server

Try changing locations, log on a different character and back, exiting and reentering the game.

If all else fails you could uninstall and reinstall I guess but I wouldn't think that'd be necessary.

Every time I've gotten an issue similar to this a relog fixed it.

Like, when does this happen? What is some of the Voice-Over text, etc.
