Occasionally you'll run a quest where you have to target a lever on the other side of a chasm with a ranged shot. Typically, I'll fire a few hundred shots before I accidently hit the **** thing to force the draw bridge to drop. It doesn't seem to matter if I start out left or right clicking with my mouse to target the lever, I'll shoot over and over again and nothing happens. It doesn't seem to matter how I angle or position myself either. What is the secret to this extremely annoying time waster so that you can target it correctly and shoot it straight away?

Move your pointer on to the target and left click - it's impossible to miss in my experience, unless something odd is going on.

Move your pointer on to the target
This is it. Tab-target only works on creatures for ranged. For others, it's not the mouse-pointer, but the target reticle (pretty certain that's the pointer donblas meant). Unsure on what happens with other UI options, but with r.mouse setup for mouse-look, the reticle appears when pressing and holding the r.mouse button down. It shows as a VERY tiny red circle for me that is always dead-center on the screen.

Enter Mouse-look mode (T) to shoot those sorts of levers.

For monsters you can [Tab] target because you're asking the DDO AI to calculate the anticipation of the target movement and when the projectile (missile) hit the target. Usually when the monster is moving, this will result in a miss.
For stationary targets, its better to use the T pointer option. This one will lock the missile to a specific coordinate and not anticipate any target movements. I guess its a blessing we do not have a moving target for levers.

Well we kinda do: in Newcomers, if you don't have wings/spring attack/etc to skip to the door, you have to hit a ranged lever while on a moving platform (yes, you can also jump to the lever to activate it without shooting it, then wait for the platform to come back, but that takes time!)

Every single fight on my Celestial Warlock looks exactly like this. The funniest battle was trying to hit the sea lions in Lost at Sea.

Thanks for everyone's advice. Next time I'm in this situation I'll try the mouse-look mode suggestion and see what happens.
