is this a bug? min level way too high

I did the Sharn Docks chain at L20, and doing it on elite the quest level showed 19 on last quest. But the reward gave L30/31 items. Normally I dont mind something I can grow into but thats 11 epic levels! Is that intended or an error? Ive never seen item rewards more than +3 levels before.

it's probably clumsy code.
the game does not know what diff you ran the quests - heroic or epic.
so it uses character level as indicator

heroic characters receive heroic rewards
epic character receive epic (or rather, legendary) rewards
