Because one's ability to ascend them should never be taken for granted.
"But I don't get it", you say. "These two sets of steps look exactly the same. Why is it I can walk up and traverse one set effortlessly while the other requires me to jump?"
Yeahhhh.

"These two sets of steps look exactly the same..."
I get it but I wonder if some of these things are actually more than one problem that just appears similar to most players.
For example, everyone seems to have problems on certain ladders and from what Ive heard people comment on and experienced myself is that everyone gets stuck halfway up the first flight of stairs after the playground in the Saltire District. On the other hand, only some of my characters, mounted or not, get stuck on the last board of the pier before stepping onto the stairs that lead down onto the lighthouse island that heads back to Korthos.
That reminds me that some problems that seem terrain related are very character/life specific. Ive been in game much longer than my forum date and of all of the characters Ive played over the years there was one that would get wedged where ever there was an overhanging ledge like the switchbacks in Coal Chamber. Ive never heard of anyone else having that problem. If I walked too closely to the wall I would get to that point where my character would bang its head. Thats where I would get stuck. It wasnt lag, it would happen anyplace there was an overhang but not anywhere else where there wasnt and it was repeatable by running the same content over. When I would get him unstuck he would bounce around, ping, ping, (no control!), ping, ping, (rapidly like a pinball and not normal falling speed), ping, ping, POW...right into the floor of the quest. Never again a problem after I TRed him.

It's really annoying when you're playing one, yet it's still pretty funny that hobbits and gnomes have to "mountain-climb" up standard sized stairs to get up them. It's outright jarring when normal sized folk do the same over a 2" rise.
There's also the ever present worry that your insurance will be canceled for failure to remove trip-hazards killing folk that run through the public square in the market.
