Double bonus points not working for some

The DDO store doesnt show double bonus points (nor elixier of discoveries) for my accounts and for some of my guildies. Maybe this is related to geographic region?

I noticed this also, I'm in the UK.

Same here, also in the UK. It does seem to be dependant on location, out of everyone I've asked, all the Americans have it, none of the people from non-American locations do
