Legendary Temple Quests Level

According to the release notes, the updated Legendary Temple Quests are level 31.

In game, the Adventure Compendium shows them as 34. At the quest entrance to ToEE: First Level and Earth Temple, the level shows as 34.

Which is correct?

The CR level of the content is base 34 but the item equipment level is 31 which might confuse someone not reading carefully.
