DOT hounds

What is the lowest level where the hounds that do DOT at a distance (the type that are wiping parties when nobody sees the hound, not where the hound appears near party members and kills them)? I haven't seen them at level 4.

I started seeing the dots in the feywild slayer zone. and the first time i did the hound spawned in deep water since i was headed to pois... killed me in 5 secs.

I have often heard level 5 or up. Dungeon level not your level or the dog's level.
