New bug for Arti dogs (cannot add Bluff or Intimidate)?

So I haven't looked at the dogs' skills in a long time and noticed that both Menacing Growl and Distraction both start at II and go to IV. Because of this, one cannot add those skills to the pet's skill bar. Is this something known and I just forgot or never cared or something new? I only noticed it after an Epic TR then made 2 1st life (1 hc & 1 normal server) to verify. All have the same issue. I already know there are a lot of issues with the dogs even though other things (classes/races/content) are added/fixed.

Update 53 (https://ddowiki.com/page/Update_53) changes

Almost all existing pet enhancements are automatically granted as the pet goes up in level.
Threat increase/reductions can be selected at your class trainer.
You can also select alignment. Chaotic selection continues to provide the Breaker of Boxes behavior.
Bluff and Intimiate enhancements have been removed
All pets have base 100% fortification.
