This is a suggestion to add a quest/quest chain reward called a Grimoire. The Grimoire would be an item that can permanently store four spells of the owners choosing that would not count against the normal limits on spells per level. The owner could drag spells from their spellbook to the Grimoire and they would snap into one of the four slots permanently similarly to filigree in a sentient weapon. Only spells already in the owner's spellbook can be added. The spells from the Grimoire could then be dragged to the action bar for use in the usual fashion. The Grimoire itself would appear on the Spellbook Tab as "G" at the bottom of the level tabs list. To maintain balance, only one spell from any one level can be dragged to the Grimoire. Once a spell from a level is added, that level tab greys out when accessing the Grimoire. To remove a spell, the owner would need a tool similar to a sentient toolkit. I'd suggest it be called a "Pumice Stone" after the Medieval scribe tool that served a similar function. The Grimoire would not be effected by TRs and the spells would be there from lvl one, though they would not be usable until the appropriate level is reached. Thank you for your consideration.

To clarify, would the grimoire contain single-use spells (similar to clickies), or would it be permanently known (eg, sorc spells)? Would caster level be based on overall character level?

The former would likely be balanced, with some restrictions on duration / caster level / spells - slot Knock for QOL while leveling, or throw in Displacement as an alternative to Shroud crafting.

The latter would be way too strong and would homogenize builds a lot. Dark Discorporation, Mass Regenerate / Greater Resto, Arcane Barrier, Death Pact, Holy Sword, Zeal are all spells that should not be available to all builds regardless of caster level. DDoor, Displacement, and Insightful Strikes/Damage are all better candidates since they (or their equivalents) can be obtained elsewhere, but at too significant an opportunity cost.

In my mind, they'd function like spells from any other tab in your Spellbook. You have to fill all the requirements to cast them, you'd have to be at the level needed to cast them, you'd need any required mats, they'd be subject to applicable metamagics and they'd calculate caster level as they would if they were in your spellbook.

Functionally, the Grimoire would extend four of your Spellbook level tabs by one spell slot. You'd have to have the spell in your spellbook to add it to the Grimoire the first time. If you were a Wizard when you locked the spells into the Grimoire and then TRed into a Favored Soul, you couldn't use any of the Wiz/Sorc spells from the Grimoire. If you wanted to unslot a spell, you'd need a Pumice Stone to do it. Availability of Pumice Stones would be equal to Sentient Toolkits. Swaps would be doable, but not trivial.

The strategy would come from which four spells you would choose. You could only slot one from any one level. You couldn't load up with four level nine spells and call it a day. Would you want the meat & potatoes ones for it? DDoor, Teleport, Greater Teleport? Crowd Control? A mix? Rarer ones might be the way to go so you don't have to hunt for them life-to-life. I think it would introduce some interesting strategy to casting classes and the quest it drops in would be a destination quest for casters.
