I finally got around to rolling a bow build and was keen to finally try out the horizon walker tree. At level 12 now and have to say, the tree feels great, but not fun. It seems to be ahead of alternatives just because of passive boosts whereas all the actives just feel meh, being either low impact abilities or just plain frustrating to use. The worst offender here is the 'no steps missed' trance. I have spent most of this life at 0-2 stacks at the end of a quest and seem to get at best 1 refill proc per quest.
I tested it out a little in newcomers by using a stack of non-returning ammunition. I used just over 900 arrows (all single target), starting from 0 stacks and finished with 0 stacks without using 'no steps missed' once. Even if I had gotten 1 out of those 900 arrows, that would still be equivalent to getting one stack for every 10 minutes of consistent shooting at endgame attack speed (ignoring many shot). Considering that you get 10 minutes worth of stacks total per rest, this refill mechanic is basically useless. I thought this ability was meant to reward consistent combat but at this proc rate, you can easily run out even if you spend the whole 10 minutes shooting something in the face.
I don't understand why it wasn't a chance on crit and not a chance on vorpal, or a chance on killing market target. Something that at least has some loose synergy with bows or the rest of the tree.
