This has 2 weird ways of working.

1. You just activate it without targeting - result is NOTHING! You do see aura around you but it doesn’t do anything to mobs, no damage…

2. You activate it but you do target a mob prior - result is that that mob takes double damage as if you had non vortex version but funny things is that you don’t see anything flying towards that mob, you just see that HUGE damage. And after that there is aura animation and while THIS aura is active it does normal damage every 3 seconds as it should.

What I’ve also noticed is word Save above mobs’ heads.

Dragon breath Epic Strike doesn’t mention any saving throw. It says it’s a breath attack and just states the damage it does.
Why is then there saving throw allowed?

Are you sure that the save is not coming from a mantle proc?

I would imagine that the epic strike has a DC since it's called a Breath Attack and there's an choice in tier 2 for +1/2/3 DC to Breath weapons.

If not then it might also be the fear from Daunting Roar. I don't know if it says "Save" when trying to do a second fear?

Yes I imagine all the DBreath attacks have a Reflex save for half damage, as is standard

I've also noticed very wonky targeting with Vortex, I've stood there and watched mobs right in my face not taking damage for well over 3 seconds. Plus, I've noticed similar issues with the two Fatesinger ranged strikes on my inqui: if I dont have a hard target, it wont do anything. Sometimes when I do have a hard target, if I use an Epic Strike as my initial attack, it wont do anything. I have to hard target, shoot a regular shot, then use a Strike. Even then, occasionally, it doesnt do anything, and I'm fairly sure its not just because of two misses.

I ended up speccing out of Draconic just because there's no point in having an aura that doesnt tick...and it also seems to affect how it stacks Arcane Warrior, because it wasnt working nearly as automatically as I had expected...though its good to hear its related to having a hard target, that gives me something to try if I want to spec back again.
