Stormcleave Outpost broken?

Did Stormcleave Outpost (https://ddowiki.com/page/Stormcleave_Outpost) make it anywhere into the gong-show that is U51?

I just started an R1, and the first group of mobs was three (3) Famine Reapers, and nine (9, all of them) crowns. Pretty sure that ain’t right for R1.

EDIT: If it matters, I was alone, no hires, so I don’t think “party scaling” is a thing.

Ran it on R2 with a pug with no issues today. everyone even ran off in different directions to do quest objectives on their own. quest was fine.

Sometimes **** happens on reaper difficulty, both the number of champions and the number of reapers is random.

Same thing just happened in The Crypt of Gerard Dryden (https://ddowiki.com/page/The_Crypt_of_Gerard_Dryden). R1, opened a door, 3 Famine Reapers, at least 15 crowns (every mob in the room).
