No, not until they open back up (hopefully patch next week). Not all of them were closed, though. Epic Fens, Lords of Dust chain, and VON1-4 are still open.

The only quests that have been closed are Sentinals chain, P'n Carnival chain, Sands, VoN raid (5 & 6), and Chronoscope. Doesn't sound like "all" to me.

Try it without the 50 Siberys Dragonshard Fragments. They removed that requirement.
