Druid spell ( or SLA )
Produce Flame - nearly always fails to hit a target
if the target is 'soft locked'. (it just fly's off failing to hit anything,
even flying through a large pack of trash mobs)

But almost always hits it the target is hard locked.

Is that intended? or a bug?

most combat ranged spells will hit on a 'soft target lock'
(or is resisted, still a hit)

?

oh, in case someone asks

Soft lock target - target that changes as you turn the facing of your character
usually what is in front of you.

Hard Lock target - You 'right click' on a mob to override
the soft lock. The locked mob will remain your target
regardless of the direction your facing.

(often used on switches and valves when you want a pet
or NPC to activate them)

I believe this is WAI, as this particular spell launches a projectile. And in DDO, projectiles have as you decribed non-hard targeted attack capability. Since you're not hard locked on a target, it takes the normal physics line approach of shooting towards that direction and not AT a target (it just hits anything along that path), and anything outside of that line (which happens easily in a non hard lock situation) is a miss.

Yeah this is annoying.

But there are many more bugs with the druid.

The spell ice flowers has a max caster level of 15 and you get it on level 15. It is exactly the same spell as flame strike only with cold and it is a level 8 spell. I find this illogical.

Also the spell fire seeds is really bugged. You can't heighten or embolden it. Quicken seems to have no effect. And most times it does not hit its target.

Caster levels are also of. If you spend 41 points in seasons herald and is not in any form or in any season the caster level written in the combat log is 22. If you go into summer season force spells get +1 in combat log and if you go into winter season force spells get +3 for 25 total. Also fire form seems to give sunbeam +3 caster levels in combat log making the total to 22+3+3=28.

But the thing is i tested sunbeam. And even if it says caster level 22 in the combat log the damage from the spell seems to be caster level 20.

I really think they should fix all of these things and make the combat log display the correct caster level.

also call lighting storm has a 1:06 duration naked which seems to go hand in hand with caster level 22. I am not sure about the damage though.
