Legendary Pansophic Circlet has received stat reduction... that's fair.
However, its Quality Potency seems to be explicitly set to +15 (both before and after stat squish). I think if it scaled with ML, it should be around +24 at ML28.

Compared to sunken slippers it should be at +24 maybe because its ml 28 and not 29/30 I am not sure
