I play AC Valhalla also. Since launch ACV has had a glitch (they call it a snag) where the animation is wonky. Sound familiar?
Although it isn't tied to any performance issue like DDO has discovered for this game, it still has been an issue.
SSG you are not alone in this "problem".
My ranger in ACV is great toon to play except for that animation glitch. Can I compare it to the new bow animation in DDO? No I can't.
Their bug is similar in animation vs rate of fire. So they just reduced the animation for arrows being fired. The player base there doesn't have the flexibility we do in DDO, so everyone has to accept that fact that that's how the ranged animation will look.
No other opinion to offer, just pointing out DDO is not alone w/ bow/arrow issues.

They should slow the rate of movement for mobs if they cant speed up the rate of fire for bows.
should get at least 2 shots before you have to switch to melee.

i guess yes, that's the mainstream on the ddo forum, example, players die on hardcore cause lag but no, it's their fault somehow. always and only players fault. next step yeah, no complaining because you know other games...next step, pay vip subscription without even playing? ddo playerbase is not flexible, ddo playerbase has somehow accepted lag and bugs as normal, it's all acceptable, to the point that if you die cause lag it's your fault not to have taken the lag into consideration, just like it was some special attack from a monster or a special dungeon mechanic. can't understand why.
read this in a non-aggressive tone, don't want to fight, just pointing out something really interesting and peculiar imho, dynamics, reactions, ways of thinking...
