Snakeskin Vest Issue No Longer For Lvl 8

Last night, before I logged off, my Snakeskin Vest was on my Level 8 toon.
Today, after Update 49, I can't use it . . . it's now a Level 12 item.
Is this a glitch or bug?

Nothing surprises me anymore after a DDO update...

Just out of curiosity, do you have an augment slotted in it?
