What's the skinny on the new Champions? Just Hardcore? What are their effects?
Can you link to where you read there were going to be new champions?
I have heard nothing about this nor seen anything new in HCL or my home server.

By all accounts I've heard there are definitely new champions in HCL (and only in HCL). Good info is very scant, however.

I don't think anyone knows quite yet.
There was one thread a day or two ago, with an anecdotal death from a new champion with an unknown powerful ability.
And the wiki has been updated to claim that HC4 has all new Daelkyr-themed champions 'instead of' regular ones, but has no more information.
That's about it right now, though this thread isn't a bad idea to have around as people start to see more things and gather info.

Based on the info from HC2, whatever's going on over there is going to stay on Hardcore server; I don't think any of the Arraetrikos champions were ever added to regular rotation (though it's impossible to say whether they happened to test a background mechanic later used in programming e.g. Scourge of the Snowpeaks, as that'd be invisible from player-side).

Belashyrra's Watcher - blurry, bonus dodge, true sight, dodge bypass, incorporeal
Disciple of Avassh - causes bleeding on hit, improved reflexes, vulnerable to fire
Dyrrn's Corrupter - Byeshk DR, large bonus to hit, spells lower saves, deathblock, on hit evil
Servant of Orlaask - bonus MRR (dispelable), @ half health uses unbreakable (from LD), resist pierce
Silent One - deathblock, silence on hit, high spell resistance, magic guard (when attacked with spells, damages the attacker), high MRR (dispelable)
Spawn of Kyrzin - on death spawns oozes, made of slime (breaks weapons), poison on hit, legendary ooze debuff on hit
Stained - heals from chaos damage, curse on hit, on hit choas
Symbiont of Ysgithyrwyn - plague maggot dot, plague maggot dot guard, high fort saves, nearby monsters become champs on death
Valaara's Legs - deathblock, immune to knockdown, on hit pierce, extra fort, instakill fear if not removed

I have seen all of these, the effects were gathered with help from Guildies, Fallen of Cannith.

Valaara's Legs is not an instakill in my experience. It deals massive bane damage. I survived this attack, but I was quite scared after it. In bear form the fear icon is way too small. Kinda bs, but I'm now obsessed with that tiny icon. What I don't know is if fear immunity actually makes you immune to this attack. DDO is very inconsistent with what does what.

Can corroborate the "deals usually lethal damage but not technically an instakill" (I too have survived one) and also confirm that fear immunity does make you immune. So far i know for sure paladin and bard fear immunity (both Song of Heroism and the passive in Warxhanter) both work. Unsure about the rest.

Man I hope these arent one-off HC-only champs. These sound way more creatively designed and meaningful than existing Live champs, which pretty much all just require the same response as everything else: "dont care, kill it with fire". Really like seeing more advanced player mechanics like EDs and LGS debuffs appearing on mobs now too, they dont just get a 15 year old spellbook anymore.
If a special mob doesnt make you stop and change your gameplay (at least in some cases, if your build doesnt have inherent countermeasures) then its not actually special
I could, though, see where "nearby monsters become champs on death" could be either problematic in huge-swarm settings...or likewise exploited for farming champs, eg during events.

~poison resist is all kinds of broken so they add a champ that does poison damage just to f[expletive] players.

Hard-Elite: can appear Tier 3 champion. this difficulty doesn't restrict tier 1 (or tier 2) only.

Targal, have you also confirmed that there's no buff variation based on quest difficulty level? E.g. all these champion buffs would be the same even running a quest on Hard?

I talked with people in official DDO discord about it, and I found out that I've seen tier 3 champions only somehow when I was checking while people have seen variations. It seems tier variation note is not correct. I have fixed the information of the post from this moment.

I was not prepared for the hit since I was expecting an instakill countered by my deathblock, was not expecting huge damage hit. I survived and am not making that mistake again, some sort of fear Immunity will be up 100% now.

Casting or chugging a remove fear pot also gives you 10 minutes of Immunity to fear.

They are not Immunity to fear, +4 save bonus to fear. Greater Heroism is Immunity to fear.

This is what I get for normally never using the dang things, fear doesn't usually kill you.
Fear immunity augment is ml8 so that's not too bad of a choice.
