I heard it is loot bonus weekend. I am seeing all kinds of unusual effects on weapons this weekend so far like smoke screen etc. I wonder if a recent patch changed random loot tables.

Smokescreen on a tower shield isn't usual, either - one dropped last night for me.

I reported the same issue 4 years ago. Such scepters drop in the end reward for sorcerers (and possibly wizard).
