Legendary alchemical crafting tier 3 caster question

I am unsure how Water Attunement, Improved Cold Augmentation works.

Can anyone explain. Does not have to be water can be any of the elements.

The Attunement gives you a damage effect, like extra acid damage, on weapon hits or offensive spells.

The Augmentation is +3 caster levels to appropriately-typed spells.

I felt the Attunement was OK, but not great. Depending on the rest of your build & gear, extra caster levels without extra max caster level might not help. For most of the Legendary Alchemicals I've made, I went with +9 DC to a school that I couldn't easily fit in elsewhere.
