TOEE Second Upgrade Issue

Just trying to do a second upgrade on a ranged weapon in TOEE and keep getting "Failed Usage an error has occurred". I have paced the H Crossbow in the workbench and have the materials in the backpack. Have I missed something obvious?

Are you trying to upgrade an epic weapon in heroic ToEE?
