Sniper Shot and Leg Shot Not Working All the Time?

I've been messing with the Deepwood Stalker enhancement tree and have both Sniper Shot and Leg Shot. But they don't seem to work most of the time. I'd say about 60-70% of the time, I get an animation of my character doing a throwing motion when I activate the abilities (I'm using a bow). At first, I thought maybe I needed to be in sneak attack range for them to work, but even after being close to monsters, I still get the annoying "throwing" motion most of the time. Anyone know what's going on?
