What he's saying is it's just random lootgen. If it were a named item, then yes, it would be a broken item. But this is just luck of the draw producing an item less valuable than it could have been. Not worth mentioning, certainly not worth selling and barely worth deconstructing.

It's not broken. It's just dumb. Random results are dumb sometimes on random lootgen. Like race restricted docents that are Halfling Only or the like. WAI even though "intended" is weird.
