Pre-post Notes: This is mainly a reference for me. Dex based assassin rogue isn't new. I wanted something easy for me to pull up for when doing TRs and for sharing gear setup (which at the moment is more of a gear wishlist as I grind out some key pieces)
Levels: 20 Rogue
Race: Wood Elf (if you have less than 7 racial AP), Halfling (if you have more than 7 racial AP),
Starting Stats:
Strength - 8 (6 if halfling)
Dexterity - 20
Constitution - 18
Intelligence - 10 (12 if halfling)
Wisdom - 8
Charisma - 8
Feats:
Heroic
1) Two Weapon Fighting
3) Past Life: Sneak of Shadows (completionist, if you have it)
6) Precision
9) Improved Two Weapon Fighting
12) Improved Critical: Piercing Weapons
15) Greater Two Weapon Fighting
18) Improved Feint
Rogue
10) Improved Evasion
13) Opportunist
16) Defensive Roll
19) Slippery Mind

29) Dire Charge (potentially Deific Warding could be more optimal if you run in a static group, would also free up gearing requirements)

Enhancements:
Non-racial AP (81 points) Better Defense
42 assassin (2 points measure the foe, max all other tier 5s), 26 acrobat (core 4, improved defensive roll, 2 points of no mercy), 6 vistani (rapid attack and deflect arrows), 7 harper (KTA rank 2)
Non-racial AP (81 points) Better Offense
41 assassin (2 points measure the foe, 2 points light armor, grab all other T5s), 26 vistani (double daggers, vkt 4, celerity), 8 harper (KTA rank 3), 6 acrobat (fast movement + sly flourish rank 2 + subtlety rank 1)
Racial AP Wood Elf (becomes less ideal beyond 7 racial ap)
Grab cores
Racial AP Halfling (very good choice if you have more than 7 racial ap)
Grab all cores except last (6), 1 cunning, 1 guile (tier 2), acrobatic + nimble reaction (6)
Epic Destiny:
Shadowdancer (grab consume, executioners strike, shadow form, lithe, etc.)

I believe that someone's testing (and subsequent dev response) showed that KtA didn't stack with Insightful Deadly, which means that on a lower-ish INT build like this you may find the AP better spent elsewhere. I dropped it the past few past lives once I had a decent Insightful Deadly item, but I often forget to hit it anyway. :)

KTA applies with stats at the time of activation. With an int swap item (something you want anyways for traps), you can get a very reasonable 25 int mod, which is a +12 insight deadly bonus + insight stunning. This is a net +4 insight deadly bonus, and +12 dire charge DC.
It might be worth it to drop it if you aren't running dire charge, but reasonably I don't see it as a choice otherwise. There's virtually no way to get ~115-120+ dire charge on a dex build without it (without sacrificing big otherwise). This is not a nofail DC, but its good enough for troublesome mobs.
Thanks for the advice though, appreciate it. I actually didn't know that trance no longer stacked, so thanks for the info.

Fair enough. I hadn't made the connection with KtA and Dire Charge. That said, I find Dire Charge lands very consistently (at least enough for me, who usually doesn't run above R1).
