Allow Quicken Spell to speed up Bard Fascinate

The slow cast speed of Bard Fascinate is the number one reason my guild doesn't employ it in situations where it could be super useful. For example, in mid/high skull Legendary Vision of Destruction, by the time Fascinate resolves the devils and bats have done their damage. Instead we brought a DC Sorc and Alchemist with Quicken Spell for our R8 VoD completion (https://www.ddo.com/forums/showthread.php/519276-Lava-Divers-R8-Legendary-Vision-of-Destruction-World-First).

Since Fatesinger already gets Quicken Spell as an option, allowing it to influence the "cast" time of Fascinate would be the synergystic/low hanging fruit approach.

It would also be nice in high reaper quests.

In low difficulty content I've never had a problem with its cast time. However, in high reapers if you're the primary healer you're not going to get fascinates off unless you're the puller. If you're the healer it's probably not a good idea to also be the puller. It's almost never better to stop healing for 4 whole seconds to fascinate unless you know incoming damage is going to be low and if that's the case then why fascinate at all.
