Finest is relative to what people want, but this (https://www.ddo.com/forums/showthread.php/517457-Critzilla) is what I'm working on for another alt.
Ranged throwers are the new hotness, but only because simple throwing expertise is bugged, and applying both an extra shot chance like Shuriken Expertise AND doubleshot equal to dexterity (so basically 100 dex = 200% doubleshot) which causes them both to regenerate adrenaline too quickly AND have too many sniper shot attacks under each adrenaline. This makes ranged damage proportional to the square of the shots fired since adrenaline sniper shot is the majority of ranged damage, and so going from 3.5 to 4.6 shots fired (110 dex at cap) increases dps by ~75%, which is where the crazy dps comes from, although sometimes exploits and other bugs are also in play in videos you may see.
If you want legit, make a pure 20 monk shuriken thrower, or 12 monk, 6 ranger, 2 rogue for trapping.

There aren't a lot of enhancement requirements except Ninja Spy Core #2, which is why Tilo mentioned a 6 Ranger (for DWS T5) splash. Either way you'll want Falconry for the trance and helpless damage, and probably for T5 if you go pure Monk. Historically, throwers would want the Ninja Spy capstone, which remains valuable for the crit profile increase, if not the vorpal
Monks throw shurikens, not daggers, partly because they can't be centered with the latter. Ninja Spy Core #2 + Shuriken Expertise = three attacks per animation before doubleshot at endgame. Ten Thousand Stars (https://ddowiki.com/page/Ten_Thousand_Stars) has 50% uptime and can be staggered with Manyshot if you go the 12/6/2 route.
You'll need both Dex and Wis and can use either for to-hit and damage. Dex's value caps at 100 when you reach +200% projectiles between NS Core 2 and Shuriken Expertise, and doesn't scale beyond that. Wis has no ceiling, as it adds to 10k Stars' RP and boosts you Falconry trance

okay. do i have to take the classes in particular order? for example, do i have to start with monk till xx and then take ranger xx and then rogue? you said, you will need both dex and wis. which attribute should i increase upon level up? oh, im so confused. it seems quite complicated. i wish there were simple build i could follow step by step.

For quality of life, yes. For feat order, maybe? It depends on the build and I don't have time to flesh that out at the moment. Are you leaning towards the 12 Monk / 6 Ranger / 2 Rogue?
you said, you will need both dex and wis. which attribute should i increase upon level up?
To fully optimize for endgame (eg, a few level-up points in Dex vs. Wis), you need to have an endgame gearset in mind. In this particular case you need to know your endgame stats and then fiddle around with damage calculations, especially since both Dex and Wis increase your damage non-linearly. Optimally, you'd have exactly 100 Dex and then put everything else into Wisdom to boost your ranged power. I don't have any characters optimized to that extent so I can't tell you whether it's feasible to get 100 Dex and have a solid Wis score.
Also, do you have all this gear set aside or will you have to farm it for a while? An optimal build at endgame won't necessarily be optimal for leveling or even while farming endgame gear at cap.
oh, im so confused. it seems quite complicated. i wish there were simple build i could follow step by step.
Welcome to multiclass optimization, though this one is particularly difficult. I could hazard some guesses, but again, depending on your stats it might fall a few % short of optimal. Then again, everything's going to get shaken up in the next expansion with the ED changes, so theorycrafting isn't super helpful right now

Non-shuriken thrower builds sustained damage just lost that 75% bonus damage bug:
Lammania (https://www.ddo.com/forums/showthread.php/517548-U47-Preview-2-8-26-8-28) notes:
"Feats: Removed an old implementation of Simple Thrown Expertise that was causing players with the feat to throw extra, unintended projectiles."
The adrenaline recharge x adrenaline # of shots rate of fire squaring just became a lot smaller. That's why you make such a build on an alt ... I mean bank mule #15.
