All time when you have a party with a hireling, I note this:

1.- Every hireling take a party spot.
2.- Hirelings don't have enough intelligence.
3.- The most important hirelings are the clerics, and if you want they heal better, you must put him on aggresive behavior.

PROPOSAL:
-Turn hirelings into a second pet-

ADVANTAGES:
1.- No more spots filled.
2.- Intelligence will not be a problem anymore.

DISADVANTAGES:
1.- More lag, more work for servers.

COUNTERMEASURES:
1.- Let the game client, calculate the behavior of the hirelings. Server will be free of those calculations.
2.- Limit hirelings to only 1 per player. Again less calculations.

I think that the game planners would consider the fact that a hireling takes up a party spot to be a feature not a bug.

Most quests would be trivialized with a 12 man raid group assaulting them, even if 6 of the 12 are AI.

Yeah 6 healbots all focused on healing the party would make it virtually impossible for anyone to ever die. One healbot already almost ensures you only ever die if you get OHKOed, but six would mean any damage is instantly restored, without even a possible lag due to a heal being on cooldown, and the odds that all six AIs would go wonky at once is virtually zero, so you even eliminate that liability for relying on hireling heals.

Thats not completely true. Try use Healer Golden Hires fill your group with 5 of them, and you will see that they don't even heal himself.

Slightly off topic, but I once had a party of three players and a bit over 20 Elieri Thistledowns because the game couldn't process the fact she already was in the party, or that the party was more than filled, and I kept clicking her contract because I thought it was funny.
The party UI didn't change to Raid, so we couldn't look at the status of more than three of them, but they did carry us through Come Out and Slay completely killing everything with tiny lasers and melee attacks.
Many elven clerics died for our amusement on that day.

As for adding a second pet, the game cannot currently do this even if your class combo supports two pets (artificer/wizards can't both have a skeleton and an homunculi out), I doubt it could do it if you gave every class out there a pet.
