If I upgrade veteran status, will I still be able to make level 4 characters?

I know that this question may seem strange, but I have grown rather attached to level 4 gameplay. I want to know if I buy the veteran status for level 7 in the shop that I will still be able to create builds and test them that are still only level 4. Otherwise, I will have to pursue favor to unlock it on a single server basis.

Expanding on the previous answer, when you log into a new character, he or she will appear on an airship. Speaking to Thealeh Auryath will bring up a dialog with your possible starting options:

(As a Veteran Status II character, you have the option of starting at level 1, 4, or 7.)

I would like to start at level seven.
I would like to start at level four.
I would like to start at level one on Korthos of Keep on the Borderlands.

During special events, a fourth option will appear, allowing a character to start at level 10. Such events usually happen when Expansions launch.
