The level 3 Bracers of Wind already has Blurry + a few more effects. So the effect at level 3 is not new.

There's supposed to be -WIS on hit and -WIS on crit - I guess they haven't fixed the naming issue from Lamma.

I had the same question, but if you look closely to the description they are different. One if for to hit, the other is for crits.

Definitely need to make that clearer.

This would be a bug in D&D terms -- true sight doesn't pierce physical concealment, only magical. OTH, we also have things like magical (spell created) mist that is NOT pierced by true sight -- obscuring mist (https://ddowiki.com/page/Obscuring_Mist) and similar spells work v bosses and other critters with true sight.

Effective v true-sight monsters would in fact be the only thing valuable about the effect. Without that, it's entire existence on an item barely registers -- it's just a different slot for the L3 bracers of wind.

BTW, I've not tested smoke myself, but from it's description and similarity to the mist spells, it should neither stack with concealment nor be pierced by true sight. 'Course there's the world of "should" and then there's DDO.

Spectre Striker also drops on LHS chest (I got one in each chest on the same quest) - I assume all of them therefore drop in both chests. Worth doing all the rescues on loot-runs, it seems :)

This would be a bug in D&D terms -- true sight doesn't pierce physical concealment, only magical.
One of the hilarious things about that in tabletop is the existence of the Invisible Spell metamagic, which lets you do silly things like have an Obscuring Mist that only blocks sight for people with True Seeing.
