Righteous Command - 2nd Level Spell Needs 4th Level Spell Components?

The 2nd level spell Righteous Command is requiring 4th level paladin spell components. Is this intended, or a bug?

It was a bug, along with extend spell not working and the spell duration capping at 15m instead of continuing to scale with caster level. The other variable effect spells have their effects capped while duration continues to scale but Righteous Commands is all sorts of bugged right now.
