Whirlwind attack Bug?

Dear all,

I recently choose whirlwind attack with my character. I was expecting it would attack all enemies around me. But it didn't. It only attacks the enemies infront of me (180 degrees?) I also feel it attacks some enemies that are further away behind the first enemy line, Like if I have some kind of reach.

I use two weapon style but I have also tried it with a two handed weapon and the behavior is the same.

Is it a bug? Or I don't understand properly the usage of the feat.?

I think it got bugged in the latest patch (yesterday's).
