For the next HCL, have an experiment.

Allow ALL PLAYERS,

everyone still plays under HC rules
F2P and Prem, it is up to them to figure out
how to grind enough Favor for awards, but on the plus side
getting to level 20 will be easy enough. Also there should be a ton
of groups forming so they can hook up with them.

Nah, I tried it, I found it to be lame.

Now, get rid of all the collectors, vendors, AH and DDO store and we'll talk.

Maybe delete every other shrine too.

If they don't open it to all, they should at least sell it as a pack for ddo points. I played the first HCL, and enjoyed it, but I don't think they should use it as a ruler for balancing the game.
