Considering where do the original adventuring style classes stand right now;(Fighter/Barbarian, Rogue (non cbow), Cleric (Original D&D Cleric not Necro caster/Cbow), Wizard (Non EK/Pale oldschool wizard)...
I would certainly feel closer to Forgotten realms than Eberron lately. It is not becasue I prefer High fantasy to futuristic/steam punk fantasy. You can see my posts cheering for Eberron expansions, anyhow I am also a fan of oldschool aswell as sci-fi but when both mix up , sometimes things can go south easy (Although I started with Eberron at DDO;but not at actual FRP, the styles were almost par and all had roles in the past).
The reasoning behind it is obviously reworking the original styles. The original class/styles suitable for each setting at DDO.
If this can not be done for Eberron and futuristic style will dominate new Eberron based DDO side, players will obviously need an alternative setting where we can play without pick laser gun or go home. Or alternative styles for ranged, melee, caster, healer,rogue for each setting.
Actually DDO would be much more fun if we could play with certain styles and classes only at specific settings such as Artificer (random example which suits Eberron) cant play at FR or RL or GH but only at Eberron etc.
(Ps: Since there is obvious Eberronstyle ranged/caster classes there should be energy weapons for actual Fighters and Barbarians (force blades, force shields, force armors) aswell/not speaking about psychics (!)...Now I may be going out of original Eberron story but it would make sense when Artificer and Inquisitve exists)
A fighter using +3 Adamant scimitar at Forgotten realms is fit. A fighter using same weapon, armor and style at Eberron setting where there re flying ships at the skies and energy armed profs with robo dogs wander around the local bazaar is a bit funny. Do the security personal and armed forces insist using medieval gadgets when ordinary scientists get out for adventure with futuristic arms ? (Why would a scientist go adventuring instead of working at his lab ? Now that is another question)
Being an old DDO but also LOTRO player, I would like to add this ; please think about it which SSG game has more players ? Lotro or DDO ? What can be the reason behind this ?
The rule set and mechanics for each setting we lack that.
My personal choice is DDO, because it does not get stuck at a single Lord of the rings high fantasy medieval setting. Anyhow, this advantage of DDO should also be applied to all class styles and their variations for different settings. Lords of the rings set, classes and rules and anything seems fit and in order right now.
I would like to see Waterdeep and other places on Faerun as well as Toril and Planescape and more.
Anyhow the rule sets and classes and the mechanics suitable for each setting. We still lack that at DDO and this ruins the entire game balance. A wizard should and should not be able to cast different type of spells at different settings. A fighter should be using different equipment at each setting. Artificer abilities and pets should be partially effective or entirely blocked at certain settings. We can add variations to arcane specialities, divine casting and Deity feats functional or blocked at certain settings. Martial training should vary and evolve for each setting as a result of the natural, cultural and technological bonuses aswell as the limitations.
A simple example and a start point is dimensional anchor effect. We need Developer/Dungeon master given effects with further details for each setting.
I believe the lack of applications and rule set may also be one of the reasons the game lose its players to other games such as Lotro.

Brings back memories of the old SSI /TSR games Eye of the Beholder. Would be nice to revisit those dungeons again.

Especially Eye of the Beholder II: Legend of Darkmoon could be a great adventure Pack.
The Forest with the Temple as a smaller Wilderness Area.
The Temple Entrance as a sort of Tavern/Non Quest Area where you can get to the 3 Big Parts of Darkmoon: Catacomps, Tower 1, Tower 2 (Maybe 3 Larger Quests).
And it all ends in a Raid Against Dran Dragore.

They might not be able to, isn't NWO taking place around that region? Wizards may have licensed that area to them.

so I doubt both using it would be an issue
Just saying, never underestimate Wizards ability to get weird with the licensing it all.

SSG could license Waterdeep for an expansion, if they wanted. A developer even spoke on this very topic a few years ago.
The problem in the eyes of the Development team is it doesn't move the needle or rather it didn't move the needle back then, and I doubt it does today. People currently playing DDO will purchase the next expansion in the same numbers whether it is set in Waterdeep or Mystara or anywhere in between. The question is how many people come to the game or come back to the game. Waterdeep/Undermountain is expensive to license, Feywild is less expensive to license.
The new plan at WotC about licensing current core products currently in production may come into affect. (Dragonlance, Eberron, Exandria, Forgotten Realms, Ravenloft, Ravnica, Spelljamer and Theros) While it might be expensive Ravnica would move the needle the most, Exandria, Dragonlance would move the needle but would be more expensive to license.
However based upon past comments by Severlin I wouldn't be shocked to see DDO return to Ravenloft with an expansion/mini-expansion this year and Van Richten's Guide to Ravenloft as the source material.

The only problem with Waterdeep is that it's on the Sword Coast which means it's likely part of the Neverwinter IP.
If a deal could be made where Waterdeep (and none of the surrounding areas) could be carved out just for DDO, that would be a great place to have a big city to explore, similar to Sharn but in the FR.
A LOT of development time would be needed to do justice to Waterdeep, though. Maybe even enough to justify a completely separate game!
