I have planned out a FvS based build.
I just ran into an issue with "stalwart defender" wherein the T1 Resilient defense saving throw bonus, and the T1 Durable Defense (I alternated to check both) are not stacking with some other bonuses. I have no other listed sources of competence bonuses.
The Character is level six, currently 3/2/1 FvS/ Ranger/ Fighter with an eye toward high durability.
I apologize for no screenshots; that function isn't working with this old machine.
Warsoul:
-C1, C2
-T1; Divine will 3/3
-T1 Toughness 1/3
Stalwart Defender:
-C1 (toughness)
Tempest:
-C1
Falconry:
-C1
T1: Rugged 2/3
T1:Practiced Accuracy 2/2
T2: Killer Instinct I
T2: Diving Strike 3/3
T3: Killer Instinct II
Drow:
C1
T1: Vermin Lord 1/3
1 piece of sheltering equipment: Shelter 9/Con 4.
-I just verified that the sheltering enhancement does not conflict.
I do have the Epic PL Divine Sphere bonuses (5 stacks) +3 physical resistance per stack. PL bonuses should not conflict with competence however and I have no other source of MRR stacking that I could find.
Any ideas?

Some guildies and I dug further into this.
Even though this is a T1 enhancement it requires the C2 (Stalwart Defense) to be toggled on. So... you need to be level 3 in order to enable a level 1 T1 ability. That was poorly planned Devs. I love you, I really do, but this was something that should have been fixed by now.
