Is the UMD +5 tome in the DDO store broken or using old code?

I have just purchased the +5 UMD tome on sale in the DDO store. I tried reading it. I get the message:
"!Not Usable.
You already have this skill bonus."

Is this old code (for new players that might read, formerly you had to be at a level that allowed use of full benefits of a tome to be able to read it), or is this a bug?

I was going to purchase several of the tomes but I would really like to be able to use them if I purchase them.

In case this makes a difference, here is some information about character

Server Argonessen
Character Shiran
Level 5
Class Paladin
Lives >3 heroic and 1 epic.
Race Drow
Current +3 UMD tome used

I had no problem using the tome on my toon. I already had a +2 tome from before and used the +5 tome.

I did have a few ranks in UMD. I don't know if that made a difference. I am also high enough level to use the full +5.

The only thing I can think of is that at level 5 you can't use a +5 tome.

There is currently no way to know what skill tome level you have until you are high enough for the full bonus to apply. (level 11 for +5 if the wiki is accurate.)
That's part of why I started a spread sheet to keep track of what tomes my characters have.

I bought a couple +5 UMD tomes. Used at L1. Both toons never had a UMD tomes before. So most likely you already had a +5 UMD tome for that character, as others have mentioned,

The full bonus doesn't apply till level 11 but all tomes have been usable at level 1 for years now. The page you linked even says that in the minimum level section.
