Twice now I've been going to a quest in the Red Fens, with a hireling with a few minutes left on their contract. I don't summon them because it's a level nine area. I get to the quest and my hireling contract is up. No hireling. Is this a bug, or something about the Red Fens or wilderness areas?

That's normal. Hireling contracts count down whenever you are in a quest or wilderness, even if they aren't currently summoned (if you have activated it at all).

Right - once activated, hirelings only stop ticking down in public areas, whether or not they're currently summoned. Quests and wilderness are both "non-public", where combat can occur.
(There is also a bug reported that, after activated, sometimes hirelings count down while stored in Shared Bank. Store them in personal banks or a mule's inventory.)

I’ve had weird hireling stuff lately too. About two weeks ago, my hireling disappeared after I left the quest but was still listed in my party. When I logged off and logged back in, the missing hireling was the party leader and I could not leave the party. Thankfully, I was already in the mood to solo, so that wasn’t a problem.

Not to derail, I had something similar happen. NPC stuck in a group with me.
And yes, OP, in wilderness areas the timer runs down. Only way to avoid it is to not carry the contract. I have asked they consider allowing contract time to run at half speed in wilderness areas. I think it might be a way to offset that burn rate.

You can summon when you enter wilderness area and keep it up entire time.
