I heard about the 20% instead of -4 for non proficient, but is the same for an offhand oversized weapon? I assume it is, but just making sure. Ive seen twf builds here with drows using rapiers and they didnt have oversized twf like this. Im planning to use drow paladin also

It doesnt directly answer it but im guessing its implying it still is just a -4 penalty and not a 20% penalty

With the bonuses we get now for to hit the feat is pretty much pointless as far as I can tell.

So otwf is useless, but exotic weapon is still necessary?

I think 'not very useful' is a better way to put it, the feat still reduces your penalty to hit, but since we aren't really using a true d20 system it's effects are fairly small.
On the otherhand the penalties for non-proficiency are huge, you definitely want to be proficient in your weapons. If you are using or plan on using an exotic weapon you need to plan on having EWP for that weapon.

No, it is not needed.
Just play Inquisitive! No need to care about being good.
