Wood Elf not getting Bleeding eyes effect?

So I was just wondering if the wood elves don't get the bleeding eyes effect. I collected my reward on one of my accounts last night and noticed that the wood elf didn't show up. Is that working as intended? The scrouge didn't show up either but that is I assume working as intended?

Not sure, but I'll add to this:

My elf, gnome, and deep gnome characters can see the eye effect. My aasimar cannot.
